Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.
Article 1. Gyeonggi Province to Nurture International Trade Experts (0516-2)
[Anchor’s Headline] Gyeonggi Province announced the launch of an international trade specialist education program. This project aims to assist SMEs with overseas sales through the provision of qualified personnel while also giving job opportunities to youths who are proficient in foreign languages.
▶ Automobile Part Manufacturing Enterprise
This auto part-manufacturing enterprise has been struggling with overseas marketing due to a lack of personnel with international trade expertise as well as foreign language capabilities. It took a long time for this enterprise to develop such personnel. This company now has customers in more than 10 countries. Its annual exports currently amount to over USD10 million.

“It is very important to have personnel who are proficient in English and capable of handling international business. Product knowledge can be acquired later. If Gyeonggi Province can provide such personnel, the international business establishment process would be greatly shortened.”

There is high demand for qualified international business personnel among SMEs.
▶ Youths with Foreign Language Capabilities
This program is open to any youths who are proficient foreign languages, including foreign students, and available for employment immediately after the education course.

“This education program seems to be about trade practices. I think it will be really helpful in finding employment.”
The 230 attendees selected this month will receive free education starting from next month. Graduates with good results will be provided with internship or employment opportunities.

“From the second half of this year, we will utilize trade manager education attendees for business consultations or promotion activities in actual trade promotion events.”
This trade manager nurturing program of Gyeonggi Province will eventually contribute to exports by SMEs lacking international trade personnel while assisting youths in finding superior employment opportunities.
Article 2. Gyeonggi Determined to Eradicate Food Crimes (160512-2)
[Anchor’s Headline] From June, the Gyeonggi Province Special Judicial Police will stage intensive crackdowns on illegal food production and trade, beginning with delivery foods. This time, the judicial police are determined to completely eradicate the criminal food trade.

Last year, this food processing factory was raided by the judicial police while processing eels in extremely unhygienic conditions.

This past January, this rice cookie producer was found to be using expired ingredients and product labels with falsified country-of-origin information.

Gyeonggi Province announced that these efforts will continue until illegal foods are completely eradicated.

“From June 1, we will exercise maximum administrative power to completely eradicate food crimes”
▶ Intensive Control for Individual Food Types
A greater number of personnel will now be involved in the continuous and intensive control of individual food types.
▶ Stronger Punishments
In addition to fines and other administrative penalties, offenders will be subject to stricter prosecution and criminal punishment processes.
▶ Violators to be Publicly Disclosed
A list of offenders and their violations will be publicly disclosed on provincial homepages. The intensive food crime control will begin on June 1 with a crackdown on delivery foods, followed by crackdowns on expressway rest stop restaurants, school meals and gift food products.
Article 3. May Festivals Peak in Gyeonggi Province (160513-3)
[Anchor’s Headline] The month of May is a peak season for festivals in Gyeonggi Province. There are diverse festivals for families and friends currently underway. Our reporter visited some of the more popular sites.
This time each year, a riverside park in Guri (구리) City is crowded with families and couples enjoying yellow canola flowers that cover a large field.

For those who seek something rare and special, Gwangmyeong (광명) Cave in Gwangmyeong (광명) City is hosting the Paleolithic Lascaux Cave Painting exhibition from France, the first event of its kind in Asia.

The Korea International Boat Show that began in May 19 features exciting marine leisure exhibitions and experiential programs including those for sailing, kayaking, sea fishing, and camping.

Article 4. Gyeonggi’s Solitary Senior Visiting Care Services (160516-03)
[Anchor’s Headline] The number of seniors living alone has been increasing by 15,000 each year in Korea. In order to address the personal care needs of these solitary seniors, Gyeonggi Province has been providing visiting care services. These services have proven effective, especially in terms of medical costs and results.
Park (박종순) has been living alone for the past 35 years except on traditional holidays when her five children from across the nation come to visit her.

“I feel lonely not just in the quiet of the night but during the day as well. When I eat, for instance, it’s me alone, and I don’t care much about how I eat…”
▶ Nurses Visit Solitary Senior Homes
In Gyeonggi Province, these seniors are looked after by nurses who visit their homes.
▶ Physical, Emotional Care
Visiting nurses not only provide basic medical care through blood pressure and blood sugar monitoring, dietary advice and various educational efforts, they also help seniors emotionally through personal interaction.

“Seeing them regularly, I gain more confidence from them and I see them become much brighter. In fact, their depression level and hospital visits decrease significantly, saving a lot of medical costs.”
[CG] Since beginning in 2012, solitary senior visits by nurses have resulted in the reduction of medical costs by 43 percent as well as a considerable decrease in depression levels.

“We will continue to locate solitary seniors who need help and provide them with personal care through nurse visits as well as more neighbor involvement.”
For neighbor involvement, Gyeonggi Province plans to provide support for such community activities through local public health centers.
Article 5. Carcinogen-Generating Fire Wood Dealer Uncovered (160516-1)
[Anchor’s Headline] The Gyeonggi Province Special Judicial Police recently uncovered a fire wood dealer who sold wood waste containing carcinogenic adhesives and paints. For six years, this company has been selling wood waste collected from construction sites and furniture manufacturers.
▶ Fabric Dying Factory, Yeoncheon County
At this fabric dying factory in Yeoncheon (연천) County, a large amount of wood waste is unloaded and sent directly to the boiler room. Use of processed wood from construction or furniture-making as a fuel is prohibited in Korea since it can emit carcinogens during combustion. This company has been using such wood since it is cheaper than standard fuels.

▶ Over 60,000 tons Sold Past 6 Years
This fire wood dealer has collected and illegally sold more than 60,000 tons of wood waste over the past six years.
▶ Wood Waste Producers Paid for Disposal
This dealer received money from waste wood-generating enterprises for disposal on their behalf. He then resold the waste to industries as fuel instead of sending it to waste disposal companies.

“By arresting the illegal wood waste dealer, we were able to sever the connection between wood waste generating enterprise and wood waste users. It also led to legal disposal practices and legal use of fuels.”
The Gyeonggi Special Judicial Police will prosecute the enterprises that used illegal wood waste as a fuel as well as the wood waste dealer so as to eradicate the illegal combustion of prohibited materials.
Article 6. Gyeonggi Supplies More Rental Housing to Young Couples (160518-1)
[Anchor’s Headline] Many young couples in Korea postpone or entirely give up plans for marriage and children due to difficulties in finding homes. In order to alleviate the burden of housing costs and therefore promote childbirth, Gyeonggi Province plans to construct 10,000 rental housing units for provision to young couples at very low rental rates.
Together with difficulties finding employment, soaring housing costs are a major obstacle preventing young couples from creating a stable home and starting their own families in Korea.

“Housing costs are too high in Korea. We cannot plan childbirth as part of a normal process of life. Instead, we are forced to postpone or change our plans for such things based on economic situations.”
▶ Gyeonggi to Supply 10,000 Ddabok Houses by 2020
Gyeonggi Province plans to complete the construction of these rental housing units, titled ‘Ddabok (따복) Houses’, for young married couples by the year 2020.
▶ Low Rentals with Deposit Finance Support
Gyeonggi Province will apply rental rates for these housing units that are 80 percent below market rates while providing support for 40 percent of interest payments on deposit finances. Rental rates and deposit amounts will further decrease as the number of children increases; those with two or more children need not pay any deposit.

“We will provide relatively spacious homes at lower costs that are ideal for rearing children and creating families.”
▶ 22% More Space than Happy Housing
In order to provide enough space for child rearing, the relative size of a two-room apartment, for example, will be 22% greater than that of an ordinary apartment. This additional space will mean an additional cost of KRW 300 billion for Gyeonggi Province.
Residents of these apartments will also receive provincial Ddadok (따복) Community Project support for various community programs.
Article 7. Gyeonggi’s Coalition Policy Discussed at Korean Assembly Forum (160517-1)
[Anchor’s Headline] On May 16, Korean National Assembly members held a forum to discuss Gyeonggi Province’s coalition policy and the adoption of dialogue-based political cooperation policy within the National Assembly. Gyeonggi Province Governor Nam Kyung-pil was a guest speaker at the forum.

▶ Forum: Is Political Cooperation Possible within the 20th National Assembly?
Political cooperation is fast becoming a popular term in the Korean political arena. This term is currently used to signify dialogue that has conceptual similarity with Gyeonggi Province’s coalition policy, hence the presence of Governor Nam at this forum that included over 100 National Assembly members and scholars.

“Youth unemployment, low birthrates, low economic growth… These are the challenges that we may not be able to overcome even with collective efforts. However, there will be no hope if we are divided.”
Governor Nam went on to disclose the second phase of the coalition policy that includes the establishment of honorary local ministries and a local parliamentary system.
▶ Professor Kim Ui-young: “Gyeonggi Province’s coalition policy is inspiring”
Professor Kim (김의영) of Seoul National University stated that Gyeonggi Province’s coalition policy is a good example of political cooperation in that it pursues multi-level cooperation from that among local governments to community level cooperation.
Professor Park (박명호) suggested the long-term pursuit of both political coalition and political cooperation as a means of success.

“I think togetherness can be achieved through the resolution of procedural issues as well as the identification of mutually beneficial elements. Multi-channel, multi-level dialogues will be necessary to achieve that.”
Professor Kim (김용복) asserted that diverse coalition models of local governments should be the starting point for coalition on a larger scale.

“If we experimentally develop various local-level coalition and cooperation models and spread them to establish coalition culture, then this culture will further spread in central politics.”
At this forum, the members of a 7-person academic panel discussed possibilities, institutional limitations and methodologies for political coalition and cooperation in the central political arena.
