Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.
Article 1. Gyeonggi Promotes Fumeless Devices on Aging Vehicles (160407-3)
[Anchor’s Headline] Gyeonggi Province has been promoting the installation of a smoke control system in aging vehicles. The owners of vehicles that have been in operation for more than nine years who intend to install this powerful exhaust filtering device will be provided with provincial cost support.

The exhaust emission test results of a vehicle show that the amount of smoke in the exhaust has dropped from beyond the permitted level to almost zero after the installation of the device.

“I suspected that my car might generate a large amount of smoke since it is quite an old car. The test showed that I was right. So, I decided to install a smoke control system.”
▶ Particulate Filtering System Burns Smoke and Collects Residue
The smoke control system works by burning the exhaust fumes again and collecting the residue in a filter.

“The smoke control system is a substitute for conventional exhaust filters known as mufflers. It is 90% more effective than mufflers and is able to block smoke emissions almost completely.”

Smoke control device users are entitled to an exemption from environmental fees levied on fuel-burning vehicles.

There are also other emission reduction programs such as early vehicle disposal support.

“We expect to achieve significant air improvement effects through this support program. We will introduce additional air improvement programs including the promotion of air pollutant eliminating devices next year.
Gyeonggi Province will invest KRW 54.4 billion in retrofitting smoke control systems on 20,000 targeted diesel vehicles this year.
Article 2. Gyeonggi Provincial Cherry Blossom Festival (160408-1)
[Anchor’s Headline] The second weekend of April saw the full blooming of cherry trees at the Gyeonggi Provincial Government Complex. Many residents visited the complex to enjoy this annual spectacle that Gyeonggi showcases as a provincial festival.

Gyeonggi Provincial Cheery Blossom Festival
Cherry blossom viewing is popular among Koreans throughout the country during this season. The walkways throughout the Gyeonggi Provincial Government Complex are filled with families, friends and couples with faces as bright as the snowy cherry blossoms.

“We heard that this festival began today and came to see cherry blossoms. It’s really beautiful. Trees are covered with blossoms like snow.”

This festival featured various accompanying events that were dubbed “five-sense appeasing events” such as musical performances and acupressure services.

Hungry visitors were appeased by food trucks and Gangwon (강원) Province specialty foods.

“I enjoyed the wonderful scenery and many interesting experiences. There are also events for the enjoyment of children, which my children liked very much.”.”
Children were entertained by a number of hands-on events. This public festival at the provincial government complex was geared for the entertainment of residents of all ages.

Article 3. Gyeonggi Intensifies Marine Product Safety Inspections (160408-3)
[Anchor’s Headline] Gyeonggi Province intensified marine product safety inspections so as to prevent unhygienic practices in fishery product distribution that could have serious consequences in the warmer weather.
With the onset of warmer weather, fishery products, especially shellfish, can easily spoil and become toxic. Our reporter accompanied inspectors to a fish market in Ansan (안산) City.

“It’s spring time, so I came to buy something tasty. People are concerned about the freshness of products, but having looked around, I think they are fresh.”
▶ Marine Product Safety Inspections
Provincial inspections focus on the safety of products in distribution markets.
▶ Tests for Heavy Metals, Antibiotics, Shellfish Toxins, etc.
Collected samples are sent to a laboratory and tested for harmful substances including heavy metals, antibiotics and toxins. Shellfish and products grown using antibiotics are subject to stricter testing.

“Tests include those for residual animal drugs because drug residue can enter human bodies. Shellfish tests are carried out in two categories: general toxins and diarrhea pathogens.”
The current marine product safety inspections were so timed because food poisoning occurs more frequently in the spring.
Article 4. Community Concept Introduced in Rental Housing (0414-1)
[Anchor’s Headline] Gyeonggi Province is expanding its community-based Ddabok (따복) Village promotion policy to the New Stay projects, which are private rental apartment construction projects initiated by the Korean government.

The provincial government began working with construction enterprises to create Ddabok (따복) communities in New Stay apartments such as those at this construction site that will be completed in 2018.

Ddbok (따복) community creation will be implemented by private construction enterprises with operational support from the provincial government.

“Our goal is to create an environment for sustainable community programs. It will be a lively community in which its members make community-related decisions and implement those decisions themselves.”
This construction enterprise has proposed six communal facilities for incorporation in construction. These facilities include those for child nursing, English learning, music studies and education utilizing skill donations from residents as well as communal vegetable gardens and a kitchen.
Gyeonggi Province will provide active support for the realization of Ddabok (따복) communities in New Stay projects. The provincial administration will also provide support for community program operations through its Ddabok (따복) Community Support Center.

“We will continue to support private rental apartments to help them create Ddabok communities just like Gyeonggi Province’s Ddabok houses.”
Gyeonggi Province’s private rental housing operational support will include customized assistance in community development phases as well as specialist counseling services.
Article 5. Gyeonggi Business Incubation Center Proven Successful (160412-2)
[Anchor’s Headline] According to a study, a Gyeonggi provincial business incubation center has been successful in fostering its resident enterprises. This center is one of 51 provincial business start-up support facilities.

The Gyeonggi Venture Business Incubator at the Gyeonggi Small and Medium Business Center has been providing new businesses with office space and consultation services.
▶ Sales Increased 328%, Number of Employees Increased 133%
During their residency at the center, these enterprises have seen their sales increase more than 300% on average while the number of employees increased 133%.

“The number of employees increased from 3 to 13 in just one year, and sales has grown more than 10 times.”
[CG] This study also showed through point ratings that the most successful outcome was the registration of intellectual property rights followed by new developments and company image improvement.

“I am positive that Gyeonggi Province’s excellent business platforms and large number of business startup support programs will continue to produce good results.”
This provincial institute researcher also suggested the introduction of educational programs for business incubation supervisors and further improvement of services through linkage with other similar provincial facilities.
Article 6. Gyeonggi Car Service Complex Project Receives Green Light (160408-2)
[Anchor’s Headline] Gyeonggi Province’s car service complex project was at a standstill due to development zone restrictions. However, thanks to successful negotiation with the central government, construction can proceed on the planned site in Goyang (고양) City.

This site was chosen for the car service complex since the surrounding areas are developing more slowly than neighboring areas of the city. Since the area is also located in between two expressways, it should no longer be subject to development restrictions.

However, construction has been delayed by legal factors that prevent the release of development restrictions.

“This area is an ideal location, but nothing could be done unless institutional restrictions were cleared.”
▶ Car Service Complex Included in Restriction Release Plan
After three years of negotiation with the central government, Gyeonggi Province finally succeeded in including the area in the ministry’s restriction release plan.

“The car service complex site was not originally in the release plan. However, we were able to persuade the ministry to include it. We can now proceed with the construction plan”
[CG] Construction will begin on the 40 hectare site in 2017 and be completed in 2020. The complex will house facilities for car display, trade and servicing as well as tourism facilities.

Article 7. 1st Anniversary of Gyeonggi Creative Economy Innovation Center (160406-1)
[Anchor’s Headline] The Gyeonggi Creative Economy Innovation Center marked its 1st anniversary on April 5. Together with the Start-up Campus in Pangyo Techno Valley for comprehensive business start-up support, this center will lead Gyeonggi Province’s development as a mecca of new business ideas.

Gyeonggi Creative Economy Innovation Center
Our reporter visited resident enterprises of the creative economy innovation center and viewed new technologies that are being developed. A safety helmet camera is used to monitor the position of the wearer while a block game is linked with a tablet to display the movement of each block.
▶ 1st Anniversary Events
For its 1st anniversary, the center held a resident enterprise product show as well as a ‘Matching Day Event’ with job interviews for both job searchers and recruiting enterprises.

▶ 55 New Businesses Achieved Sales of KRW 6.2 Billion
During the past year, the creative economy innovation center has identified and successfully nurtured 55 new businesses with potential in IT convergence technologies, and helped them achieve sales of KRW 6.2 billion through their smart devices and software.

This center has recently secured cooperation from a private business incubation enterprise for one of its resident enterprises that developed an iris recognition technology.
With the Start-up Campus that opened this past March, the creative economy innovation center will help new businesses in Gyeonggi Province through their growth process.
