Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.
Article 1. Asphalt Concrete Recycling in Gyeonggi Province (160324-2)
[Anchor’s Headline] In Gyeonggi Province, asphalt concrete waste from road repaving is not wasted but instead recycled for the recovery of its asphalt content. This recycling process helps the provincial government greatly reduce disposal costs for millions of tons of asphalt concrete debris annually.
At this road paving site alone, 45 truck-loads of asphalt concrete waste is generated every day.

Previously, asphalt concrete waste disposal cost Gyeonggi Province KRW 200 million annually.

“Gyeonggi Province has achieved savings of KRW 910 million in asphalt concrete waste disposal through recycling.”
The asphalt concrete debris is supplied to private recycling plants on an agreement basis. The provincial government only has to pay for transportation, while the recycling plants receive raw material free of charge.

“Since asphalt is produced from petroleum, all asphalt used in Korea relies on imports. However, recycling significantly reduces purchase costs.”

Asphalt concrete recycling by Gyeonggi Province has been recognized as an exemplary cost reduction policy by the Board of Audit and Inspection of Korea in its local policy assessments.

“We will extend the terms of all recycling agreements in May and continue to do our utmost to save budgets.”
While asphalt concrete recycling helps Gyeonggi Province reduce disposal costs, it is also good for the environment and reduces overseas asphalt imports.
Article 2. Big Data Service Center Opens in Gyeonggi Province (160325-1)
[Anchor’s Headline] The Pangyo (판교) Startup Campus, which opened in Pangyo (판교) Techno Valley last month to provide its residents with a business startup environment, opened a service center for the public utilization of big data in value creation.

Entitled the Big-Fi (Big Data and Free Information) Center, this information service agency offers public and commercial big data and related analysis tools free of charge to anyone who can benefit from these services.
In addition to data and analysis resources, the center also offers customized consulting services on the effective use of big data as well as networking spaces for information sharing among its users.

“I am still undecided whether to find a job or start my own business. I viewed credit card usage data that can be analyzed for consumer spending patterns. Such information will be valuable for me if I choose to start a business.”

The data available from this center includes public data owned by Gyeonggi Province, the National Information Society Agency, and Statistics Korea as well as commercial data from leading communication service providers, banks and credit card companies.

“There will be no user discrimination at this center. I hope that many users will be able to produce analysis results that are beneficial to society as well as to those that can lead to the creation of business models…”
The Big-Fi Center will continuously expand its data resources through service partnerships while ensuring data privacy.
Article 3. Entertainment Event Held for Gyeonggi Firemen (160328-1)
[Anchor’s Headline] Gyeonggi Province held an entertainment event for fire officials and their families in appreciation for their devotion to public safety. During this event, seven fire stations were presented with Governor Awards for the excellence of their services.

‘Bravo My Life – Best Fireman’
There was a musical performance that depicted the tense moments during which firefighters race against time to save lives. All the actors were actual young firemen.

This entertainment day also featured performances by professional musicians including a rock band. One of the band members is the son of a current fireman in the audience.

▶ Letter to Firefighter Parents
A boy then appeared on stage without his parents’ prior knowledge and read a letter to them. His parents, both firefighters, were in the audience.

“I am so proud that my mom and dad are firefighters who help people live safely. You are my ultimate heroes.”
Lee’s father is a veteran fireman who was disabled by a major injury suffered during a rescue operation.

“This hidden camera event brings me back to the old days. And my son’s letter overwhelmed me with emotion…”
During the award presentations that followed, seven fire stations were presented with Governor Awards for the outstanding performance of their duties.
Gyeonggi Province plans similar events for soldiers and police officers as well as for public transport drivers.
Article 4. Gyeonggi Boat Show to Be Bigger This Year (160325-3)
[Anchor’s Headline] The Korea International Boat Show has become the largest marine leisure industry showcase in Korea. This year’s event, which begins on May 19, is expected to see even more features and participants.
[CG Overlap] As of March 18, 1,357 booths had been reserved by more than 170 enterprises. This is almost equal to the total number of booths opened last year, and is 26 percent more than the number of reservations received during the same period last year.
Since applications will be received up to April 15, this year’s show is expected to be considerably larger than previous events.

“Our objective is to cultivate the customer base for the marine industry in Gyeonggi Province. We have been expanding the event each year; this year, for example, fishing and scuba diving are included.
▶ Korean Boat Makers to Introduce New Models
A number of Korean boat manufacturers are expected to introduce new models for the first time at this show; these are expected to attract the interest of many overseas buyers.
▶ Fishing Category Included
This year’s show includes fishing equipment categories. Fishing is a major marine leisure activity that is also closely associated with the use of boats. More than 200 booths will feature fishing equipment from major Korean manufacturers.
Other interesting inclusions are scuba diving equipment and an independent camping vehicle exhibition section.

This year’s record-breaking 4-day international boat show will take place at two venues in Gyeonggi Province: KINTEX in Goyang (고양) City and Ara Marina in Gimpo (김포) City.
Article 5. Food Trucks in Gyeonggi Government Complex (160324-1)
[Anchor’s Headline] For the first time in Korea, private mobile diners on wheels have been allowed to operate at the Gyeonggi Provincial Government Complex, and began serving quick meals at low prices. Gyeonggi Province is supporting the food truck industry.

Tasty smells from these two food trucks attract customers who are happy to enjoy a quick meal of toast, food in cups, and soft drinks outdoors.

“It is nice to enjoy food outdoors for a change. It also creates better atmosphere. I like the coffee. It was much better than that served at cafes.”
These food trucks are also a welcome sight for visitors to the provincial complex.

“I was wondering where to go to have lunch. I had no time to go outside, and the diner in here is only for employees. This food truck was just what I needed.”
▶ Mobile Diners Face Location Limitations
Since finding operation sites is a major difficulty for food trucks, Gyeonggi Province allowed them to operate on its office complex.

“To be guaranteed a fixed place is wonderful. Gyeonggi Province also provided us with other support. Now we want to improve our menu for officials and citizens.”
▶ Enforcement Ordinance Amendment for Food Truck Permits
The operation of food trucks on public office premises was made possible by the amendment of the related ordinance.
▶ More Food Trucks to Operate on Public Office Premises
Gyeonggi Province will also allow food trucks to operate at its northern government complex and other provincial institutes such as the Gyeonggi Provincial Museum so as to help youths start businesses. Mobile food trucks with quick dining services will then become familiar features in Gyeonggi Province.
Article 6. Gyeonggi Begins Bicycle Trail Safety Inspections (160328-2)
[Anchor’s Headline] As spring fills the air, an increasing number of cyclists head for bicycle trails. In order to ensure the safety of cyclists after the spring thaw, Gyeonggi Province began bicycle trail safety inspections.
▶ Namhangang (South Han River) Bicycle Trail
The bicycle trail along the scenic South Han River is one of the most popular bicycle trails in Gyeonggi Province. However, there are safety hazards such as fallen rocks and damaged facilities that can be seen here and there. They remain from the past winter.

“It can be very dangerous when rocks fall or when cyclists suddenly encounter fallen rocks and try to swerve past them.”
▶ Bicycle Trail Safety Inspections
These inspections are being carried out in cooperation with local administrations. Riding bicycles themselves, inspectors carefully examine locations of higher risk as well as damaged facilities.

“We are particularly concerned about rock formations at which rocks may have been loosened by freezing and thawing.”
Those locations of potential danger and damaged facilities are subject to immediate reinforcement work or repair, and see safety nets installed as necessary.

“This bicycle trail is very popular among cyclists; it is used by more than 2 million cyclists annually. Bicycle trail safety inspections will be performed on an on-going basis so as to ensure the safety of users.”
Thanks to the safety inspections, bicycle road users will be able to enjoy riding along scenic routes without safety concerns.
Article 7. First Zika Case Diagnosed in Korea (160329-2)
[Anchor’s Headline] The first case of Zika virus disease, also known as Zika fever, was diagnosed in Korea recently. Gyeonggi Province immediately began taking measures to control this mosquito-transmitted disease.
▶ Yeongtong-gu Health Center, Suwon City
The control measures initially focus on patient identification and disease prevention. All public health centers in the province have opened Zika virus report desks for that purpose.
▶ Those with Suspected Symptoms Should Report to Public Health Center
Those who develop suspected Zika fever symptoms within two weeks of their return from infected areas such as Central and South America must report to a local public health center for tests.

“The main symptoms of Zika Virus disease include fever, rash, joint pain, flu-like aches and red eyes. Those who develop such symptoms within two weeks of returning from areas of infection must …”
▶ Mosquito Control Begins
Since the Zika virus is transmitted by mosquitoes, Gyeonggi Province also began the extermination of mosquito larvae before they hatch and contract the virus.
▶ 24-Minotoring System Mobilized
In preparation for potential crisis situations, an emergency team was mobilized for 24-hour monitoring and responses.

“We are operating a Zika Virus Emergency Response Team for the first time in Korea. This team will perform dynamic tracking of patients and sterilize possible infection areas so as to minimize the spread of the disease…”
Since Zika fever is not an acute disease like MERS, its spread can be effectively controlled through the timely reporting of symptoms, dynamic investigations and pest control.
