Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.

Article 1. Gyeonggi-Jeju Provincial Coalition (0901-1)
[Anchor’s Headline]
Earlier this year, Gyeonggi Province entered an inter-province coalition agreement with Gangwon (강원) Province. Last month, Gyeonggi Province Governor Nam Kyung-pil signed a second coalition agreement with Jeju (제주) Province during a visit to that province.

▶ Wind Power Complex, Gasi-ri, Jeju Province
The ten wind generators at this power complex generate 10 megawatts per hour, contributing to a total fuel cost reduction of KRW 3.3 billion and a greenhouse gas reduction of 36,000 tons annually.

Governor Nam visited this complex to benchmark Jeju Province, which is en route to 100 percent energy self-sufficiency.

▶ Jeju Provincial Government Complex (August 31)
Gyeonggi-Jeju Cooperation Agreement
This visit was paid after the signing of the agreement between the two provinces on cooperation in fourteen projects.

▶ Joint Overseas Marketing Support for Emerging Enterprises
One of the projects is the resource linkage of the two provinces in overseas marketing support for small enterprises in their early stages.

▶ Sharing of New & Renewable Energy Policies
The two provinces will also cooperate in the promotion of various strategic future-oriented industries as well as the equestrian industry.

▶ Cooperation in Agricultural, Educational, Tourism and Research Activities
Other projects include cooperation in agricultural, educational, tourism and research activities.

▶ Jeju Province Governor Won Hui-ryong
“We plan to focus more on improving the quality of our systems and networks than expanding their volume.”

▶ Gyeonggi Province Governor Nam Kyung-pil
“I believe there are endless opportunities we can realize through inter-provincial cooperation, thereby leading to the nationwide changes.”

Having established foundations for cooperation with the Gyeonggi Provincial Council and regional governments, Gyeonggi Province is opening a new era of inter-provincial cooperation and will continue with its coalition policy.

Article 2. Gyeonggi Province’s Preliminary Social Enterprise Support (0901)

Gyeonggi Province’s financial support program for preliminary social enterprises is creating a number of success stories. Our reporter examined the details.

▶ LED Manufacturer, Yongin City
This LED manufacturing enterprise in Yongin City is a preliminary social enterprise that employs individuals with disabilities. With project development support from Gyeonggi Province, this company was relieved of quality approval costs of KRW 4 million per product type from the second half of the year.

▶ Gong Myeong-soon / President, Uridel Shelter Enterprise
“Once our products receive quality certification, we will be able to secure orders through bidding. Our profit will then be transferred to those in need and we will be able to create more jobs for them…”

▶ Wild Flower Farm, Siheung City
This wild flower farm, a social enterprise, was selected for provincial job creation support. This farm will now be able to recruit more workers thanks to the provision of salary support of up to KRW 1.27 million per month per person.

“We have been receiving salary support since October 2011. For a social enterprise, this support is a tremendous help.”

▶ Gyeonggi Selects 139 Social Enterprise for Support
Gyeonggi Province selected 139 social enterprises for financial support for the second half of this year and helped them create 304 new jobs for individuals with disabilities and financial difficulties as well as for seniors.

“Provincial support enables social enterprises to open new job positions and have a stable supply of manpower resources so as to achieve stable growth and maintain sustainable economic activities.”
With cooperation from local administrations, the selected enterprises will be provided with one year of job creation support or financial support until November.

Article 3. Urban Farming Concert Held in Gyeonggi Province (0902)

On September 1, a city farmers’ festival titled Urban Farming Concert was held at the Gyeonggi Arts Center. Our reporter attended this event which featured musical performances and open dialogues.

The stage is covered with a small vegetable garden and trees. To this garden, seeds arrive.

This musical is a story of youths who create a miraculous change in the vegetable garden they nurture at school in a city. It is based on a real story that moved audience members with a message of the importance of life and sharing.

[PiP] “Our family also has a vegetable garden. This musical made me want to spend more time with my family in our field.”

“It made me think a lot about vegetable gardens and become more interested in them.”

The 4th Urban Farming Concert
The Urban Farming Concert, marking its fourth occasion, is geared to promote urban farming by projecting entertaining and emotional inspiration. During the open dialogues that followed, Suwon City Mayor Yeom Tae-ho (염태호) talked about changes brought by vegetable gardens created along the banks of formerly contaminated streams.

▶ Vegetable Gardens Transformed City Stream Scenes
The waterside vegetable gardens have transformed the environment around a stream that once was shunned by residents due to foul odors. The Gyeonggi Green & Agriculture Foundation, the organizer of the concert, will continue to hold similar urban farming promotional events.

“We will promote the creation of urban farms using idle plots of land within cities and at schools as well as on building rooftops.”
Urban community vegetable gardens are providing an effective means of bringing local residents together through participation and sharing while changing unsightly places into refreshing and healthy environments.

Article 4. Gyeonggi Province Hit by Fruiting Vegetable Blight (0903)
[Anchor’s Headline]
A fruiting vegetable blight caused by a virus is spreading over Gyeonggi Province and impacting many farms. Tomatoes and peppers, which are some of the most commonly cultivated fruiting vegetables, are hard hit by this virus commonly known as the Tomato Yellow Leaf Curl Virus, or TYLCV. Our reporter examined the details.

▶ Cherry Tomato Farm
At this farm, the leaves of cherry tomato plants have turned yellow and curled while stems are weakening and collapsing. It is TYLCV that caused this. TYLCV first appeared at this farm at the end of June and has since destroyed more than 80 percent of the plants.

“I didn’t have any problems last year. This virus has caused me a lot of loss. My income dropped to less than half (of the usual level).”

▶ TYLCV Hits Hardest during July to September
TYLCV inflicts the greatest damage during the period from July to September. It is transferred by insects known as tobacco whiteflies.

“When any fruiting plants in the same family as tomatoes and peppers are infected with this virus, fruits become smaller and lighter in color, and so are no longer marketable.”

▶ TYLCV Outbreak Began in Pyeongtaek
The TYLCV outbreak first occurred in Pyeongtaek (평택) three years ago, and has since spread gradually to neighboring regions. Since its vector, tobacco whiteflies, are resilient, intensive preventive measures and pest control are important.

‘When one or two tobacco whiteflies are first spotted, use insecticide three times at 5-day intervals and destroy their habitat by weeding the surrounding areas.”

Since the symptoms of TYLCV infection are similar to malnutrition, it may be difficult to diagnose without professional assistance. In such cases, contact the Cyber Plant Hospital or call a local agricultural center for diagnostic services.

Article 5. 20 Shops of Excellence Selected from Traditional Markets (0904)

Gyeonggi Province continued to select Shops of Excellence in traditional markets in the province. This year, twenty shops won the honor.

▶ Gyusudang / Motgol Market, Suwon City
One of the Shops of Excellence selected this year is this traditional wedding food shop in a market in Suwon (수원) City. Shops of Excellence are selected based on competitiveness, quality standards and the general reputation of the business.
[CG-Overlap] Since designation began, the sales of the selected shops have increased 14.8 percent. The sales of all other shops in the same markets also increased by 12.2 percent on average. The selected Shops of Excellence are provided with refurbishment support of up to KRW 3 million and are qualified for a final designation screening that will take place in November. The positive promotional effects of this designation were demonstrated by the fact that as many as 114 shops applied to be among the 20 Shops of Excellence selected this year.

“Shop of Excellence designation is awarded to those that have commercial vigor and experience. For those shops newly opened by young merchants, we provide various supports to help them grow.”

In addition to Shop of Excellence designation, Gyeonggi Province also selected eight young merchants who will lead next-generation markets. The selected youths will be provided with monetary support as well as opportunities to participate in regular merchant education programs

Article 6. Gyeonggi Tackles Green Algae with Hydrogen Peroxide (0831)

The green algae phenomenon caused by the proliferation of blue-green algae has become a serious issue in some fresh water bodies in Korea. Gyeonggi Province began using hydrogen peroxide to tackle this green algae problem at agricultural reservoirs.

The use of hydrogen peroxide is a known remedy for green algae proliferation in the Netherlands and Australia. Stagnant waters thick with green algae are deprived of oxygen, unable to support fauna. Such water, metaphorically termed ‘green tea latte’ in Korea, is also toxic to plants and cannot be used for agricultural purposes unless purified.

“Conventional methods use coagulating agents such as yellow mud. However, yellow mud incurs problems related to suspension, precipitation and removal.”

▶ Hydrogen Peroxide Destroys Blue-green Algae
Hydrogen peroxide destroys the chlorophyll in green algae. It is simple to use; dilute with water and spray directly on afflicted areas. Unlike other chemical agents, hydrogen peroxide has a great advantage for use in agricultural reservoirs since it decomposes into water and oxygen after a certain period of time.

“We are well prepared to respond quickly by mobilizing necessary methods in green algae-risk areas.”
Gyeonggi Province will study the applicability of eco-friendly green algae removal agents on water sources in addition to agricultural reservoirs.

Article 7. Gyeonggi Holds Public Meeting on Administration 3.0 (0903)

On September 2, Gyeonggi Province and the Korean Ministry of Government Administration & Home Affairs jointly held a public meeting on Administration 3.0, the Korean government’s public information policy, so as to realize more effective information disclosure for the benefit of the public.

The mobile red bus seat information service provides metropolitan bus users with seat availability information in real time.

▶ Safety Daedongyeo Map
In response to 119 emergency calls, the Safety Map System immediately alerts all individuals concerned.

▶ Customized Disaster Simulations
Customized disaster training of related personnel is being conducted on a regular basis for different scenarios. These are the services introduced by Gyeonggi Province in line with Administration 3.0 policy.

Administration 3.0 Public Meeting
The public meeting was convened to discuss the performance of Administration 3.0 policies and to gather public opinion.

“We must provide customized services, create jobs through information sharing, create an administration of the people, and develop Administration 3.0 policies through the participation of the people.”

The meeting was chaired by Government Administration & Home Affairs Vice Minister Jeong Jae-geun, and included researchers, journalists, university students and businesspeople.

“An integrated dormitory information system might help college students in their search for accommodation.”

▶ Lee Jae Cheol / Director General, Gyeonggi Province Policy Planning & Budget Bureau
“We will discuss the matter with the central government so as to develop a centralized system, instead of individual regional systems, to provide effective information services.”

During the meeting, a number of ideas, such as the establishment of cloud platforms using big data and the opening of a portal site for farmers with urban origins, were proposed and noted by the provincial and central governments for further review.
