Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.

Article 1. Gyeonggi Provincial Administration Press Conference (0701-1)
[Anchor’s Headline]
On June 30, the first anniversary of the current Gyeonggi provincial administration, Gyeonggi Province Governor Nam Kyung-pil (남경필) and Gyeonggi Provincial Office of Education Superintendent Lee Jae-jeong (이재정) held a press conference at the provincial government complex. Our reporter was there.

1st Anniversary Press Conference with Gyeonggi Governor and Education Superintendent
Traditionally vested with more conflicting than common interests, it is uncommon for two heads of a province to hold a joint anniversary press conference. However, these Gyeonggi provincial heads exuded amicability and spoke as comrades.

“The goal of Gyeonggi Province’s coalition policy is to revive the economy, create more jobs, improve welfare and achieve cooperative integration.”

“Our underlying task (of the past year) was to resolve educational issues working with the Gyeonggi provincial administration.”

▶ Joint Efforts to Continue for Gyeonggi Residents
The two heads of Gyeonggi Province announced unanimously that the provincial administration and the education office will continue to cooperate with each other for the benefit of Gyeonggi residents.

▶ Detailed Cooperation Areas Revealed
They went on to itemize areas of cooperation which include the establishment of sound educational finances as well as the support of students and schools.

▶ Establishment of Education Content Theme Park to be Pursued
Governor Nam promised the timely release of statutory financing for education and revealed a new futuristic education content theme park project. He viewed the project positively and expressed his intent to realize the project through cooperation with the Gyeonggi Provincial Assembly and the Gyeonggi Provincial Office of Education. He also revealed a regular meeting plan for these three provincial bodies.
With such strong resolve for cooperation, the future of Gyeonggi Province seems brighter than ever.

Article 2. Gyeonggi Governor Visits Market Destroyed by Fire (0702-2)

Gyeonggi Province Governor Nam Kyung-pil visited a traditional market in Seongnam (성남) City to view the progress of restoration work.

In 2006, this market suffered an extensive fire. Its safety classification had been the lowest. During his visit to this market last year, Governor Nam promised to provide provincial support for demolition and restoration work.

“I promised merchants that we would transform the place into a safe market. I came to ensure that I am living up to my promise.”
Since the governor’s promise, damaged areas have completely been cleared. Reconstruction will begin when design work is finalized and will be completed by 2018.

“Our market suffered large fires twice in the past. We believe that safety conditions will be greatly improved after reconstruction.”

Governor Nam also visited the site of a collapsed subway air vent. Since the accident, Gyeonggi Province has performed inspections on 14,000 such air vents in the province and recommended remedial actions on more than 300 defective vents. Through his site visits, Governor Nam ensures his promises are kept while building trust among provincial residents.

Article 3. Gyeonggi Releases New Address System Campaign Song (0630)

Gyeonggi Province released a promotional song for the road-based address tem introduced nationally two and half years ago so as to help those who are still unfamiliar with the new tem.

Easy and clear road-based addresses. Odd numbers left, even numbers right”
This song delivers the principles of the road-based address tem in an easy-to-memorize, simple melody.

“We have been promoting the use of new addresses mainly through posters. We wrote a campaign song that anyone can sing easily.”
The road-based address tem uses road names instead of district names. Building numbers are allocated in sequence with odd numbers on the left and even numbers on the right. Currently, the usage rate of the new address tem is approximately 70 percent.

“Under the previous address tem, houses were numbered irregularly and hard to find. With the new tem, it is much easier.”

Although the new tem is much easier to understand and use, many people still use the old addresses.
This campaign song will be introduced initially to primary school children, but is intended for use by anyone who needs to understand and become familiar with the new address tem.

Article 4. Unsung Heroes – Gyeonggi Officials during MERS Outbreak (0629)

While MERS still lingers in Korea, a GTV reporter met Gyeonggi provincial officials who endured personal risk to prevent the spread of the disease.

MERS Emergent Response Team
We met investigators who tracked the transfer route of MERS at individual levels. There are only two such investigators in Gyeonggi Province. Today they are tracking the movements of patient 178 and trying to determine the degree of contact with each individual the patient encountered.

“Sometimes I came home at 7 in the morning and left for work at 10. My usual finishing time was 4 or 5 o’clock in the morning. Nevertheless, I am very happy that I am able to help other people.”

These investigators work closely with public health center personnel. At this public health center in Suwon (수원), four new MERS patients were diagnosed; two were cleared and sent home in June. Gong (공) works here taking care of diagnosed patients. Her mobile phone has been a 24-hour MERS hotline. She opened her personal phone to patients and their families so they could get immediate assistance whenever necessary. She also took care of the children of a couple who were both diagnosed with the disease.

“I feel rewarded and recharged when people thank me and say that I helped them a lot.”
It was the unselfish dedication of these unsung heroes that kept MERS at bay. Since June 24, there have been no new cases reported in Gyeonggi Province.?

Article 5. Design Consultation for Aged Welfare Facilities (0630-3)

In Gyeonggi Province, welfare facilities with dilapidated exteriors are receiving free face-lift services from university students. Our reporter examined the details.

At this welfare center in Incheon (이천) City of Gyeonggi Province, volunteer students are creating pleasant murals of plants, flowers, birds and animals on previously monotonous, aged walls.

“We are repainting the walls and reorganizing things. I am happy that I can use my skills to help others.”

▶ Design Consultation Service for Welfare Facilities
This skill donation service for welfare facilities was organized jointly by Gyeonggi Province and the Gyeonggi Welfare Foundation.

“This service aims to improve living environments and enhance comfort for the users of the facilities.”
Entitled “Design Consultation Project”, this service is supported by volunteer students who donate their skills and by private enterprises that supply necessary materials.

▶ Living Environment Improvement Has Positive Effects on Facility Users
The resulting improvement in living environments will have positive effects on facility users such as those with mental disabilities.

“Facility dwellers will benefit mentally and emotionally from environmental improvements. It will also make them happier.”

The Design Consultation Project was launched this year so as to provide customized services to those welfare facilities that require environmental improvements. The service is provided based on the results of a survey of individual facilities. This project also includes a furniture repair service for live-in welfare homes.

Article 6. Gyeonggi Province Intensifies Anti-AI Measures (0702-3)

Since last year, poultry farmers in Gyeonggi Province have suffered serious damages from bird flu outbreaks. Gyeonggi Province has intensified measures against this highly contagious disease that occurs primarily at large poultry farms.

A quarantine vehicle moves around a poultry farm while spraying disinfectant. This particular poultry farm had to cull half a million chickens due to the bird flu outbreak last year.

”We are sterilizing the houses everyday. We were told that the probability (of catching AI) is very low, but we are keeping alert.”

▶ Farms with over 50,000 Chickens Receive Special Quarantine Service
Special quarantine services are being provided to larger farms with more than 50,000 egg-laying hens since they see frequent vehicle movement and are thus more vulnerable to the disease. Bird flu risk is highest during the period from October until May when migrating birds visit Korea. However, 118 large poultry farms in Gyeonggi Province will receive three to four more quarantine visits throughout the year under special provincial management.

“All large poultry farms are being closely monitored for farming conditions, vehicle movement and sterilization practices. We also perform blood tests on at least 20 birds from each farm.
Those farms at higher risk will be placed under special management.

▶ Stronger Preventive Measures Taken in High Risk Areas
Poultry farms in west coast areas with dense populations of wild birds are subject to even more intense monitoring and preventive measures.

Article 7. International Theme Park Project Revival (0703)

Gyeonggi Province’s International Theme Park Project, which had been virtually abandoned when Universal Studios of the United States withdrew its investment plan, will now resume as a joint national and provincial project.

On July 2, Gyeonggi Province signed an agreement with Hwaseong (화성) City and K-Water, a national water resource authority, for the development of the park on a 4.2 square kilometer area in Hwaseong (화성). The resumption of the project was made possible by the recent passage of a related law through the Korean National Assembly.

▶ MOU for International Theme Park Development
Development work will commence as soon as private participants and their investment conditions are finalized.

“Strong national support, provincial resolve and municipal cooperation will lead the project to success, and the signing of this MOU marks the beginning of this.”
Gyeonggi Province expects that more than 10,000 jobs will be created through this project.

▶ Key Element of West Coast Economy & Tourism Belt
With its geographically strategic location, the theme park will potentially attract approximately fifteen million local and overseas visitors annually. The park will then essentially become one of the key elements of the west coast economy and tourism belt currently being fostered by Gyeonggi Province.

After eight years of drifting since its conception, the International Theme Park Project seems well on its way to a successful launch.
