Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.
Article 1. Namhansanseong History & Culture Exhibition (0624-3)
[Anchor’s Headline]
To commemorate Memorial Month in Korea, a special exhibition featuring the history and culture of Nanhansanseong (남한산성), an ancient fortress, opened in Gyeonggi Province.

The journal of a royal retainer from the war against the Qing Dynasty in the 17th century describes every detail of the conflict that gripped the nation at that time.

A story about a superhuman woman who singlehandedly defeated the enemy at Namhansanseong (남한산성) during that period is also featured in school textbooks.

“I was very surprised at the vastness of the material displayed. I think the designation of the place as a World Cultural Heritage Site has something to do with it.”

Special Namhansanseong History & Culture Exhibition
This exhibition is being held until September at an institute adjacent to the fortress to celebrate the first anniversary of World Cultural Heritage Site designation. The exhibition features records and relics from the Qing invasion as well as the stories of those who sacrificed their lives in defense of the nation.

“We cannot talk about our history after the 16th century without referring to Namhansan. While preparing for this exhibition, I realized that there is an overwhelming amount of material related to Namhansanseong.”
Namhansanseong (남한산성) Fortress played a key role in the defense of the capital city as well as the nation. It is also the site of a national tragedy in which King Injo (인조) surrendered to the Qing Dynasty.

“One year ago, Namhansanseong became the eleventh UNESCO World Cultural Heritage Site in Korea. At this exhibition, one can revisit its tragic history and meet Korean heroes of the past.”
Article 2. Gyeonggi Province Launches Book-sharing Campaign (0623)

Officials at the Gyeonggi Provincial Government Complex are participating in a book-sharing campaign launched by the province to help those who can benefit from donated books.

Space and personnel have been allocated at the provincial government complex for donated books. Books are arriving faster than they can be put on shelves, and the list of donors is growing longer.

“I brought books to donate. It feels good to know that some people will enjoy the books that have been lying idle at my home.”
Officials at both the southern and northern provincial government complexes are eager to donate their books to this campaign.
1,460 Books Collected in 3 Weeks
Nearly 1,500 books have already been collected in the three weeks since the campaign began.

“This book-sharing campaign is operated among provincial officials. We hope that our campaign will trigger similar campaigns throughout the province.”
Donated books will be delivered to the Happy Library Foundation. The foundation will then classify the books and deliver them to local children centers, libraries and schools in remote regions next month.
Article 3. Gyeonggi Governor Tops at Korea Policy Awards (0622)

Gyeonggi Province Governor Nam Kyung-pil received the grand prize at the Korea Policy Awards for his coalition and safety management policies. Our reporter examined the details.

Korea Policy Awards Ceremony / The Korean Association for Policy Studies
The Korea Policy Awards are presented annually to the heads of local autonomous bodies by The Korean Association for Policy Studies. Governor Nam received the highest prize for his realization of creative administrative policies in coalition, disaster and safety response tems and on-site communication.
Coalition Policy of the Nam Administration
Governor Nam’s coalition policy began with the appointment of an opposition party member to the position of provincial social integration vice governor. Governor Nam then connected with the Gyeonggi Provincial Assembly in budget matters. The provincial assembly is now involved in the entire budget preparation process.
2-Day Win-Win Meetings of Local Government Heads
Governor Nam also introduced the 2-Day Win-Win Meetings of local government heads and successfully led the effective resolution of inter-jurisdiction issues.

Strengthened Disaster & Safety Response Capabilities
Another successful policy was the reorganization of disaster and safety response functions. A unified reporting channel was introduced and the Disaster Safety Headquarters now reports directly to the governor. Big data is utilized to monitor the safety of the entire province and to predict and identify potential dangers.
Following his assumption of office on July 1 last year, Governor Nam established his administrative foundation. He now plans to devote his time more to the specifics of administrative operations such as job creation.
Article 4. Smaller Localities Authorized for Redevelopment Zoning (0624-2)

Gyeonggi Province recently transferred authority for the designation and removal of redevelopment and reconstruction zones to local governments with smaller populations such as the cities of Pyeongtaek (평택) and Gwangmyeong (광명). Our reporter examined the details.

[CG] There are twenty-two cities and counties with populations of less than half a million in Gyeonggi Province.

The heads of these smaller localities now have full authority in redevelopment and reconstruction zoning.

“The (zone decision) process used to take from three months to as long as one year.”
Larger districts with populations of more than half a million already have such authority.
Transfer of Zoning Authority Completed for All Localities in Gyeonggi Province
With this transfer of zone designation and removal authority from the provincial governor to local administration heads, the zoning process will become much quicker in all localities of the province.

Zone Reorganization Projects of Smaller Localities Receive Green Light
The simplified zoning process is expected to promote the implementation of zone-dependent redevelopment projects in smaller cities and counties of the province.
Article 5. Gyeonggi Province Releases River Land (0622)

Gyeonggi Province recently announced that it will release fifty provincially owned land lots classified as rivers but now permanently reclaimed and useable. The release will take place as sales to those who can utilize the lots.

One such land lot prevented Yoon from constructing a new factory on land he purchased for that purpose since river-classified land surrounds his planned construction site.
[CG-Overlap] This means that he cannot construct an entryway to this land lot unless the provincial administration releases the lot to him.

“River-classified lands are subject to development prohibition. Our application for construction was denied on the grounds that there is no possible entryway. I had no choice but to leave the land idle.”
Gyeonggi Province to Release 50 River-classified Land Lots
The fifty land lots that Gyeonggi Province will release are those located within industrial districts that are preventing adjacent enterprises from expanding production facilities and amenities.

“These land lots are located in the middle of industrial areas; this makes it impossible for enterprises to expand their business activities. Selling such lands to those who need them will be a great relief for these enterprises.”
Gyeonggi Province plans to work with local governments and specialists so as to perform accurate surveys of river-classified land lots and associated regulations. Releasing these land lots will bring in additional provincial revenue of KRW 46 billion.

Article 6. Gyeonggi Hosts DMZ-related Events (0624)

Gyeonggi Province recently saw a number of events that put the Korean Demilitarized Zone, or DMZ, under a new light. The DMZ was created between the two Koreas…

…following the 1953 armistice that halted the Korean War.
Recasting the DMZ
There is a movement spreading throughout Korea for the recasting of the DMZ away from its symbolism of tragic separation. It is now being viewed as a pristine and peaceful area in which plants and animals have thrived without human intervention for decades, creating a uniquely preserved ecological environment.
Bicycle Race, Tour de DMZ (June 2)
On June 2, a bike race was held on a 15-kilometer return course through the DMZ. The provinces of Gyeonggi and Gangwon (강원) are currently developing a longer race course as part of joint cultural and tourism development initiatives.
DMZ 2.0 Music & Dialogues Project Launched (June 23)
The Gyeonggi Arts Center launched a special cultural project so as to commemorate the 70th anniversary of national liberation, which also marks the beginning of the division of the two Koreas.
Comprehensive DMZ-themed Cultural Project
Entitled DMZ 2.0 Music and Dialogue, this is a comprehensive cultural project that includes forums and musical performances.

The image of the DMZ as a barrier is now being replaced by that of a land of peace and hope.
Article 7. Gyeonggi Announces 2030 Energy Vision (0626)

Gyeonggi Province announced its energy vision for the year 2030. This vision is based on a targeted provincial energy self-reliance ratio of 70 percent.

Gyeonggi Province consumes approximately 200,000 gigawatts of electricity annually.
[CG-Overlap] Gyeonggi Province has the highest electricity consumption and greenhouse gas emission rates in Korea, while its electricity self-reliance ratio ranks eleventh in nation.
Seventy percent of the electricity used in the province is produced elsewhere. The new energy vision aims to rectify that.

New & Renewable Energy Ratio to Increase to 20%
One of the foundations of the energy vision for 2030 is the increase of the eco-friendly, new and renewable energy ratio from 6.5 to 20 percent.
Creation of 150,000 New Energy Industry Jobs
Through such initiatives, Gyeonggi Province will invest in energy efficiency improvements and renewable energy generation while creating 150,000 new jobs.
[CG] In addition to the three primary targets of energy self-reliance, new and renewable energy development, and the creation of new jobs, Gyeonggi Province also announced ten core projects.
A total of KRW 700 billion will be invested in these core projects by 2020. Of this amount, KRW 200 billion will be invested by the provincial government.
Energy Division to be Established
The remainder will be invested by the central and local governments as well as by the private sector. A new Energy Division will be established within the provincial administration to oversee the implementation of the core projects. One of the key targets of the energy vision for 2030 is to reduce enormous expenditures through relief from external energy dependence.
