Article 1. Diversity Movie Screening Event Held in Gyeonggi Province (1117-1)

From November 15 to 23, the Contents Infrastructure Team of Gyeonggi Province held a diversity movie screening event that featured old and new diversity movies at G-Cinemas in three cities of Gyeonggi Province.

A film that features a comical rendering of a young veteran with no special skills and social experience, “Foot Volleyball”, receives high praise from viewers who consider the movie to be as excellent as any commercial movie.

’Surplus Men’s Hitchhiking”, which features four youths who call themselves surplus men, raises the question of what youth means in a modern society in which persons are valued for their jobs.
Hit Diversity Movies of the Year
This screening program offers an opportunity to view all the hit diversity movies of this year during the nine-day event.
Screenings at “Megabox” Multiplex Cinemas in Suwon, Ansan and Goyang

Screenings took place at three Megabox multiplex cinemas – a G-Cinema affiliate – in the cities of Suwon (수원), Ansan (안산) and Goyang (고양).
[CG]The screenings consisted of two categories of six new movies not yet released as well as six of the most popular movies of the year. There were also In-depth Appreciation Sessions in which viewers could openly talk with the directors.

The G-Cinema project was launched exclusively for the screening of diversity movies in April last year.
57 Diversity Movies Shown at G-Cinemas to Date
Attracting More Than 28,000 Viewers
Since opening, the G-Cinemas of Gyeonggi Province have entertained more than 28,000 diversity movie lovers with fifty-seven movies, and thus contributed to the popularization of diversity movies.

Article 2. Land Transaction Restriction Zones in Gyeonggi Province Freed (1118-3)

The Gyeonggi Provincial Government has recently aned designations for almost half of the remaining land transaction restriction zones. Those areas freed from such restrictions can now be traded without provincial permission.

Chunui-dong, Bucheon
This area was designated as a land transaction restriction zone in 2012 when it became part of the projected GTX railroad construction project.
This meant that land in this zone could not deviate from its registered use, mostly farming.
Now, however, farmers in this area no longer need to operate greenhouses on their land.

“Greenhouse farming is costly. With the cancellation of the restriction, land owners will be relieved from such costs.”
Restrictions Lifted from Additional 17.7㎢in Gyeonggi Province
A total of 17.7 square kilometers of land in Gyeonggi Province was freed from restriction zone designation.

“The total freed areas are equivalent to six times Yeouido, which is 40 percent of the remaining land transaction restriction zones in Gyeonggi Province.”
Land transaction restriction was introduced in 1976 to prevent speculative investment in real estate.
Lifting of Land Transaction Restriction Zone Designations Began in 2009
5,500 ㎢of Gyeonggi Province Has Been Freed to Date
Since 2009, Gyeonggi Province has announced the annulment of land transaction restriction zone designations seven times. Only 0.25 percent of the originally designated zones now remain.

Gyeonggi Province will continue to work with the central government to realize the annulment of restriction zone designations for the remaining areas while restraining speculative real estate investment.

Article 3. Gyeonggi Governor Continues Industrial Site Visits (1119-2)

Since the beginning of his term, Gyeonggi Province Governor Nam Kyung-pil has been making regular visits to small and medium business sites so as to understand and help resolve on-site issues first hand. This month, he invited business leaders to informal meetings.

First, Governor Nam met with small and medium business leaders to discuss ways in which to support businesses following the signing of the Korea-China Free Trade Agreement.

Representatives of the manufacturing, service, agriculture and fishery industries almost unanimously emphasized the necessity for provincial support in Chinese market development.

Governor Nam promised support for trade exhibitions and the establishment of common exhibition venues in China, and for the promotion of gaming and fishery product exports.

Gyeonggi Province Small & Medium Business Policy Meeting
Governor Nam then attended an informal small and medium business policy meeting, and conversed with business and cooperative leaders.

“Many retired individuals start their own businesses. However, more than 90% of them fail in less than three years, losing their precious money. There must be some education and mentoring programs for such individuals…”
During these meetings, many suggestions were made by business leaders including provincial support for small and medium industrial product marketing through home shopping channels.

Small and medium businesses in Gyeonggi Province are currently facing great challenges brought about by the Korea-China Free Trade Agreement and the Korean market launches of international giants such as Ikea. 
Article 4. Gyeonggi Regional Regulatory Reformation Forum (1118-1)

On November 13, an open forum was held with the participation of hundreds of public officials, scholars and industrial representatives with the aim of identifying ways in which to expedite Gyeonggi regional regulatory reformation.

During the forum, which was organized jointly by the Korean Ministry of Government Administration & Home Affairs and Gyeonggi Province, a large number of issues were raised and some were answered directly by officials.

400 Entrepreneurs, Scholars and Provincial and Central Government Officials Participated
Instead of simply voicing their arguments, more than four hundred entrepreneurs, scholars and specialists, as well as central and provincial government officials, had in-depth discussions to identify actual solutions to regulatory reformation issues.
Gyeonggi Province Introduces Positive Regulatory Reformation Policies
Gyeonggi Province has shown strong initiative in the realization of regulatory reformation, and introduced related policies such as the pre-audit consultation tem.

“I believe that the quickest way to demolish regulatory barriers is to establish a foundation for the understanding of the positions of officials within the boundary of law.”
There are an estimated twenty-two thousand regulations currently governing local and provincial jurisdictions in Gyeonggi Province. The Gyeonggi Provincial Government is determined to eliminate unreasonable regulations.


Article 5. Large-scale Disaster Safety Drill Held in Gyeonggi Province (1119-1)

On November 17, the Gyeonggi Provincial Disaster Safety Headquarters organized a large-scale safety drill in a simulated disaster situation. The main focus was to save lives within the golden time.

Gyeonggi Provincial Large-scale Disaster Safety Drill
Shortly after a large explosion, smoke pours out of a building. People quickly evacuate the building.
Fire engines and firefighters soon arrive and begin firefighting and rescue operations. Their mission is to save lives within the golden time of five minutes.
Rescuers enter the building using ropes, and injured individuals are transported or treated on site.
As the disaster progresses to the next stage with the release of toxic gases, an emergency decontamination chamber is established immediately. A chemical vehicle decontaminates the building to prevent secondary damage by toxic gases.
Swift Early Responses by Organizations Involved
The objective of today’s safety drill was for all personnel from fire services, the police, the military and public offices to work together to respond to a disaster in a timely manner in its early stages.

“Ineffective responses to a disaster may cause huge national losses. This drill sought to manage a disaster within a golden time with personnel from different-but-related organizations working together.”
401 Active Personnel and 5,000 Observers from 48 Organizations Participated
Four hundred personnel and five thousand observers from forty-eight organizations were trained in this drill through active participation and observation.

Post-Drill Disaster Safety Meeting
After the drill, a disaster safety meeting was held with participants so as to evaluate overall performance as well as the efforts of individual units, discuss issues identified during the drill, and to improve the disaster management capabilities of individual organizations.

Article 6. Sexual Assault Victim Support Center Opens in Gyeonggi Province (1120-1)

A sexual assault victim support center opened in Suwon (수원) City of Gyeonggi Province. Entitled ‘Sunflower Center’, it will provide comprehensive support services to sexual assault victims. This center will also act as the headquarters for thirty-three such centers in the nation.

Campaign against Assaults on Women
On the same day, Suwon (수원) Station became the stage for a campaign against assaults on women, undertaken as part of Assaults-on-Women Eradication Month. Together with child abuse and home violence, sexual assault has not been given as much attention as it deserves in Korea.

Gyeonggi Sunflower Center Opens
The Sunflower Center will address the needs of sexual assault victims and provide long-term care.
Headquarters/Model for 33 Sexual Assault Victim Support Centers
This center will also be used as a headquarters for the nation’s thirty-three sexual assault victim support centers and as a model center with self-improvement capabilities through support case studies.
Consultation, Medical and Legal Support Services
Its support services will include 24-hour legal services as well as consultation and medical services.

During the center’s opening ceremony, supporting organizations were recognized with official commendations.

This center, with its national headquarters function, is expected to elevate the standards for the sexual assault victim support tems of Gyeonggi Province.

Article 7. KTX Suwon-Daejeon Line Construction to Begin 2 Years Early (1118-2)

The KTX Suwon (수원) Departure Project of Gyeonggi Province received a green light as central governmental support for construction was secured early. Work on this southbound KTX line from Suwon is now expected to begin much earlier.

Suwon Station
The trains on the Seoul-Busan (서울-부산) KTX line stop at Suwon Station eight times a day.
However, Suwon still does not have a KTX station since these KTX trains share the ordinary Seoul-Busan line between Suwon and Daejeon (대전).
The travel time on this section of the KTX line is almost the same as that of ordinary lines.
When KTX departures start at Suwon Station in 2018, the situation will be greatly improved.
Central Government Provides Support of KRW 5 Billion for KTX Suwon Departure Project
The Korean government decided to provide initial support of KRW 5 billion for Gyeonggi Province’s project two years early.

“With the national contribution of KRW 5 billion, work can begin in 2016, instead of 2018, and will be completed in 2018.”
[CG]The Southbound KTX Suwon Departure Project will connect Suwon Station to the Suseo-Pyeongtaek (수서-평택) section of the KTX line, which will open in 2016.
Suwon-Daejeon KTX to Operate 20 Runs/Day with Travel Time Reduced by 20 Minutes
When the Suwon-Daejeon (수원-대전) KTX line is completed, the travel time between these two cities will be reduced by 20 minutes to only 40 minutes.
Gyeonggi Province’s All-Connection Project
All of Gyeonggi Province to Have KTX Access by 2020
In addition, the number of KTX departures from Suwon will be increased from eight to twenty per day, which will make southbound travel from Suwon much more convenient.
This KTX connection project is part of Gyeonggi Province’s All-Connection Project, which aims to bring the whole province within easy access of KTX lines by 2020.
