Survey of Small & Medium Businesses on Operational Issues
In a recent survey by a national institute, half of the small and medium-sized enterprises in Korea indicated lack of research and development capabilities as a major limiting factor in their business operations.
In fact, most small and medium enterprises have issues associated with a lack of R&D personnel, facilities and financing.
Gyeonggi Province has been providing these enterprises with financial support.
[CG]Launched in 2008, this provincial support program has since provided R&D support funds of KRW 94 billion to more than 200 enterprises.
It has achieved positive results averaging 3.6 times the amount of support in terms of cost reduction and sales.

Provincial R&D support for the second half of the year will amount to KRW 3.5 billion in fourteen business categories.

Applications for technology development funds were received until October 29.

Applications were received via the homepage of the Gyeonggi Institute of Science & Technology Promotion.
This provincial R&D support program will help small and medium enterprises in the province establish foundations for growth.

Article 2. Gwanggyo New Town Development Project Receives Green Light (1028-3)

The completion of the development of Gwanggyo (광교) New Town in Gyeonggi Province, which was interrupted in its final stage, is expected to become reality as a revised plan was recently approved by the central government.
This approval resolves constraints that put some construction projects on hold for several years.

One such project was the construction of a high-rise residential complex, which has been suspended since being combined with a convention center project.

In fact, the nearly 300,000-square-metersite for the residential complex of 2,300 apartments is already attracting developers as the land has now been freed.

Revised Development Plan Includes Additional Primary School
The revised development plan also includes an additional primary school to meet increased educational demand.

The Gwanggyo (광교) Business Center has begun receiving applications for occupation from enterprises as its construction nears completion.
There are also plans for the transfer of provincial government offices, courthouses and the prosecution office to Gwanggyo (광교) New Town. 
Article 3. 50th Anniversary of Korea’s Participation in Vietnam War (1030-3)

This year marks the fiftieth anniversary of Korea’s participation in the Vietnam War. In Gyeonggi Province, a ceremony was held with the participation of Vietnam War veterans.

The flags of the squads that fought in the Vietnam War enter ahall packed with the Vietnam War veterans as they sing a martial song.
While video records show tense moments during the eight-year participation of Korean soldiers in the war, old veterans fall silent in recollection.
During the ceremony, those who fell during the war were also honored.

A Vietnam War Veterans’ spokesperson stated that they will continue to serve society by participating in various social volunteer activities.

Article 4. Free Cargo Truck Exhaust Filter Cleaning (1027-1)

In Gyeonggi Province, if a cargo truck has an exhaust reduction tem installed, it can receive free exhaust filter cleaning service. Filters in exhaust reduction tems require regular cleaning every 100,000 kilometers.

This truck at a filter cleaning center is a 2005 model; it had an exhaust reduction tem installed last year.

“It was installed slightly more than a year ago, but I could only find time today to come for the cleaning service.”
After measuring exhaust pressure, a technician finds that the filter is heavily coated with black residue.
A clogged filter such as this one can be cleaned by burning off the residue and subjecting the filter to a recycling process.
Exhaust pressure then returns to normal levels.

“When exhaust pressure returns to normal levels, the power and fuel efficiency of the vehicle improves. So it is important to clean the filter regularly every additional 100,000 km.”
The filter cleaning service is included in warranty conditions.
However, most truck owners are reluctant to have their filters cleaned after the warranty period ends due to high costs.
Gyeonggi Province Provides Filter Cleaning Cost Support Regardless of Warranty Coverage
In cooperation with the Ministry of Environment and local administrations, Gyeonggi Province has been providing Class 1 vehicles with filter cleaning cost support since 2012.
All cargo trucks that have exhaust reduction tems installed may receive the free filter cleaning service once a year.

The provincial police stated that the speed of traffic has been increased by 20 percent by introducing a modified traffic signal tem and improving roadways.

When a shortage of traffic safety specialists was raised as an issue, Gyeonggi Province Governor Nam Kyung-pil suggested utilization of big data as a solution.

“A safety map of all of Gyeonggi Province can be created using big data. The occurrence of crimes of all types as well as safety incidents can be included as data components.”
What is important for creating a safe Gyeonggi Province, one of ten facets of the ‘Next Gyeonggi’ proposed by Governor Nam, is cooperation among all sectors concerned. 
Article 6. Gyeonggi Social Economic Enterprise Union Inaugurated (1029-1)

Social economic enterprises in Gyeonggi Province– including social enterprises, cooperatives and business endeavors by villagers–gathered together to form the Social Economic Enterprise Union so as to promote mutual cooperation and unity.

The common objective of social economic entities is to contribute to society through collective economic activities rather than to accumulate profits.
1,396 Social Economic Entities in Gyeonggi Province; 15% of National Total
There are 1,396 social economic enterprises in Gyeonggi Province, accounting for 15 percent of the national total. Their estimated combined worth amounts to KRW 366 billion.

The formation of a union will help individual member groups overcome the limitations they face in their activities.
The Gyeonggi Social Economic Enterprise Union may also set an example as a new community-based economic entity. 
Article 7. Gyeonggi Province Announces Establishment of More Public Libraries (1028-2)

A Gyeonggi Province spokesperson announced that the provincial government will establish more public libraries so that all provincial residents will be within 10minutesof a library by the year 2020.Our reporter examined the details.

This library in Osan (오산) City opened six months ago.
Offering a variety of supplementary programs such as reading camps and fairy tale narration, it quickly gained popularity among local residents.

“I come here often since it is close to my home. It is nice to be able to read any books I want free of charge.”
There are 220 public libraries in Gyeonggi Province, the greatest number among the large autonomous bodies in Korea.
However, they still fall short of serving the residents of all provincial regions.
“Library within 10 Minutes” by 2020
This “Library within 10 Minutes” project is a long-term project that will be accomplished by the year 2020.
Number of Public Libraries to Increase to 288 by 2020
This means the number of public libraries in Gyeonggi Province will be increased to 288 by 2020.
[CG]According to the plan, a total of seventy-seven new public libraries will be established throughout Gyeonggi Province including nine in Suwon (수원) City.

“(When this project is realized,) the twelve million residents of Gyeonggi Province will be able to use libraries to read books and benefit from various programs within their residential areas.”
“Within 10minutes” refers to walking time in urban areas or driving time in rural areas.
The Gyeonggi Provincial Government also plans to increase the number of books at libraries from the current 24 million to a number sufficient to meet demand.
