A low-carbon fertilizer developed by a Gyeonggi institute is drawing interest from overseas agricultural administrations since it is known to be more effective while producing less greenhouse gas emissions than average fertilizers.

High Performance with Poly aspartic Acid (PAA)
It is a high-performance fertilizer with poly aspartic acid that promotes root growth and nutrient absorption among other beneficial effects.
15kg of this fertilizer produces results equivalent to 20kg of typical chemical fertilizers.
44% Less Greenhouse Gas Emissions
This fertilizer is also friendly to the environment since it produces 44 percent less greenhouse gas emissions than chemical fertilizers.
Sales Increases Every Year: 1,164 Tons (2011), 1,278 Tons (2012)
Its sales have grown continuously since being introduced to the domestic market in 2010as more farmers become aware its superior value.

The excellence of this fertilizer is also gaining recognition overseas and drawing interest from foreign agricultural administrations.

Fertilizer Trial Usage Agreement between Gyeonggi Province and Nepalese Ministry of Agriculture
The Nepalese Minister of Agriculture visited Gyeonggi Province and signed an agreement for the trial usage of this low-carbon fertilizer in Nepal for preliminary adaptability tests before making purchase decisions.

Such overseas interest in the Gyeonggi fertilizer has also been shown by other countries such as Japan and Southeast Asian nations, making its export prospects bright.

On September 30, the fourth general meeting of the current session of the Gyeonggi Provincial Assembly opened to consider forty-two bills including a revised supplementary budget plan.

It was the general meeting of the 290th extraordinary session of the assembly in which bills were put to a vote after a 5-minute free speech by each member.

The bills that passed today include those for the Innovation Cluster Support Ordinance, the reduction of fees for public property usage, the Disaster Victims Support Ordinance, and others for the betterment of the quality of life for residents.

[CG]The first revised supplementary budget plan was set at KRW 17.8 trillion, which is KRW 1.8 trillion more than the original budget for this year.

Budgets for low income bracket and single-parent family support increased, while a new KRW 500 million budget for the ‘Big Fi’ Project was approved in the general meeting.

Two traditional markets in Gyeonggi Province were selected for night operation and began their extended hours featuring eateries and cultural events. Our reporter was there.

It was the first night market launched by Gyeonggi Province, and it was obviously successful.

Night Markets Open at Osaek Market in Osan and Mulmalgeun Market in Yangpyeong
The two markets selected for night operations with provincial support were the Osaek Market in Osan City and the Mulmalgeun (물맑은) Market in Yangpyeong (양평) County.

The Osaek Night Market opens every 3 and 8-numbered day, and the Mulmalgeun (물맑은) Night Market opens on the first and third Saturdays of the month.
The opening of night markets is part of Gyeonggi Province’s traditional market promotion policy.

A Contents Korea Lab opened in Pangyo (판교) Techno Valley. This cultural content development support facility, sponsored by the Korean government, is open to content-developing enterprises as well as to individuals, and helps them with the launch and growth of their businesses.

Following the securing of the first Contents Korea Lab in Bucheon (부천) City, Gyeonggi Province also became host for the second lab, this time in Pangyo (판교) Techno Valley.
The Pangyo (판교) lab occupies an area of 1,830 square meters on two floors of the Public Support Center.
Studios and seminar rooms for education and mentoring programs are located on the seventh floor, and workshops and joint work spaces for creative process support are located on the sixth floor.

Article 5. Gyeonggi Province to Replace Water Pipes for 200,000 Households (1001-1)

Galvanized Steel Pipes Banned since 1994 Due to Corrosion Problems
In 1994, the use of galvanized steel pipes was banned due to low corrosion tolerances. However, some residential buildings constructed before 1994,like this apartment building, are experiencing problems with galvanized steel pipes.

“The water is absolutely undrinkable as it is. We try to boil the water before drinking it. We must initiate plumbing renovation soon even if we have to bear the cost ourselves…”
Half of the 190 households in this apartment complex replaced their water pipes at their own expense, but the rest are still reluctant to do so because of the cost.
Gyeonggi Province Launches Water Pipe Improvement Project
Province-wide support for water pipe replacement was previously impossible due to differences in water supply ordinances among local districts. However, it has now become possible as provincial support can be provided based on the area of the house.
[CG]Households in low-income brackets will be provided with total cost support. Support rates differ from 80 percent to 30 percent depending on the area in which the house is located.

“There are an estimated one million households in buildings more than 20years old in Gyeonggi Province. Gyeonggi Province and local governments will provide pipe replacement support to 200,000 households by 2018.”
The recipients of the support will be, in order ,households in low income brackets, those living in residences with galvanized steel pipes, and those in small residential areas.

Article 6. ‘UCC on Integrity in Officials’ Contest in Gyeonggi Province (1002-2)

The Gyeonggi Provincial Government staged a user-created content, or UCC, contest among provincial officials on the integrity of officials so as to promote a corruption-free administration.

Making this UCC video by parodying a commercial was an opportunity for Ilsan (일산) Fire Station officials to think about their integrity as public officials.

UCC on Integrity in Gyeonggi Officials Contest
Since this past July, UCC videos on integrity in officials were received in a contest among provincial officials. Ilsan (일산) Fire Station received the highest award.
The UCC video made by Osan (오산)Fire Station officials ranked second, and third prize went to ten groups of officials including those from GARES.
This contest also helped officials rediscover camaraderie.

New attempts such as Quiz and UCC contests, which draw voluntary participation from officials, instead of conventional instructive education, have proven to be effective tools in the promotion of integrity in the provincial administration.

Article 7. Hanam Subway Line Construction Begins (0930-3)

On September 29, groundbreaking for the construction of the Hanam (하남) subway line, connecting Hanam (하남) City and central Seoul, took place. Construction will be completed in 2020, but part of the route will be opened first in 2018. When the entire line opens, the travel time between Hanam (하남) City and Chongno (종로) will be greatly reduced.

Hanam(하남) City’s current population of 140,000 is projected to grow rapidly as 360,000 households are expected to relocate in large residential development areas here over the next five years. However, travelling to Seoul is still very inconvenient.

“Buses are the only means of public transportation now. Buses are slow and can be very uncomfortable. The subway will be much faster and more convenient.”
For Hanam (하남) citizens, travelling to central Seoul can take two hours if traffic is heavy, but there are no alternatives.
[CG]The Hanam(하남) line is Gyeonggi Province’s first subway line project. This double-track line will connect Hanam (하남) and central Seoul with a travel time of just over forty minutes.

Hanam Double-track Subway Line Construction Groundbreaking Ceremony
Gyeonggi Province held a groundbreaking ceremony.
[CG]Part of the line will be opened first in 2018. The remaining 7.7-kilometer section to Changwoo-dong (창우동) with five stations will be completed by 2020. When construction is complete, an estimated 100,000 passengers are expected to use the Hanam (하남) line daily.

According to a Gyeonggi Province official, accessibility to central Seoul will be improved significantly with the Hanam (하남) subway line.
