Earlier this month, Gyeonggi Province Governor Nam Kyung-pil(남경필) visited military outposts in Paju (파주) City. During this first military visit of his term, the governor reviewed defense-related tourism resources and spent time having informal discussions with young soldiers.

Governor Nam Visits Military Outposts
In light of heightened social concerns regarding the emotional issues of soldiers and military safety following the recent shootings by a mentally unbalanced soldier, Governor Nam spent time discussing the emotional problems faced by military personnel.

“I feel reassured and am proud of these young men who are safeguarding the nation with their sweat and blood.”
During his two-day visit, Governor Nam performed sentry duty and shared meals with soldiers in order to gain first-hand insights into the problems faced by military personnel.
Military Personnel Mental Health Improvement Projects
After the visit, the governor stated that Gyeonggi Province will propose multiple projects to the military so as to alleviate emotional stress among soldiers and thereby prevent related incidents.
Such projects will include the creation of regional mental health centers and the provision of suicide prevention specialist services to military personnel.
Governor Reviewed Tourism Resource Development in Military Zones
Governor Nam also visited locations in the Demilitarized Zone and former US military control zones to review the status of defense-related tourism developments.
On South and North Korean relations, the governor stated that political flexibility is important for the easing of the currently tense relations between the two Koreas.

“A railroad connection has already been completed (between North and South), but there are no actual train operations yet due to complex problems. Gyeonggi Province will endeavor to resolve such problems.”
The Gyeonggi Provincial Government will work with military authorities to improve the wellbeing of military personnel and promote the usage of the Demilitarized Zone for the benefit of local residents.
Article 2. Gunpo Sewage Plant Upgraded with New Control System (0715-3)

The sewage treatment plant in Gunpo (군포) City has installed a state-of-the-art operating tem that maximizes power consumption efficiency. A GTV reporter examined the details.

Every facility unit at this sewage treatment plant is equipped with a wireless monitoring device that transfers real-time water quality and power consumption data to the central control tower.

Real-Time Monitoring and Automatic Control
This new diagnosis and operation tem enables effective, automatic control of plant operations based on real-time monitoring and measurements of all processes.
This tem also significantly reduces operating costs through the efficient usage of water-purifying chemicals and electrical power.

“We expect 10 percent electric energy savings, which is equivalent to 150,000 KW or KRW 14 million annually.”
This Gunpo (군포) plant tem upgrade is part of the national sewage and wastewater treatment upgrade project initiated by the Korean Ministry of Environment.
Consortium of 3 Gyeonggi Enterprises Participated in Upgrade Project
A consortium of three enterprises in Gyeonggi Province undertook the installation, which began in 2011 and was completed on July 4 this year.
After a two-year trial operation at the Gunpo (군포) plant, these enterprises plan to expand the marketing of their tem both locally and internationally.

“Through this project, the participating enterprises can verify their technical capacities while local governments can take advantage of their advanced technologies.”
Gyeonggi Province plans to install this new control tem at other sewage treatment plants in the province based on the trial operation results of the Gunpo (군포) plant.
Article 3. Gyeonggi Province Begins Heat Wave Monitoring Operation (0716-2)

With daily temperatures hovering above 30 degrees Celsius in Gyeonggi Province, the provincial government has begun operating the Heat Wave Monitoring System so as to prevent heatstroke among residents.

As of July 21, the majority of South Korean regions, especially inland regions, are under heat wave alerts or warnings.

“These days, I use sun cream and hair spray more often, and my skin gets sunburned more easily because of the heat.”
Last year, ninety-three sunstroke victims were admitted to hospitals in Gyeonggi Province.
Heat Wave Warnings Issued in 15 Gyeonggi Regions
Heat wave warnings were issued in fifteen cities and counties last week. Twenty-two cases of heatstroke have already occurred in Gyeonggi Province this year.
Gyeonggi Operates Heat Wave Monitoring System
The Heat Wave Monitoring System will run during the high temperature season until September.

“We began daily monitoring of heatstroke incidents through 85 emergency departments in hospitals. We will develop a tematic action plan based on the results.”
On-site health services will also be provided at community resting areas and solitary senior homes.
Since more than 80 percent of heatstroke cases occur between noon and 5 o’clock in the afternoon, those vulnerable to heat should avoid venturing outdoors during these hours.
While performing outdoor activities, drink plenty of water, rest often, and avoid strong ultraviolet light.

Opened last year after eight years of development, Gwanggo (광교) Lake Park ranked first in the 2014 Scenic Places of Korea Contest in terms of both design and continuity among the 50 entries from around the nation.

Article 5. Gyeonggi Pursues Commercialization of Proprietary Technologies (0715-2)

The Gyeonggi Agricultural Research and Extension Services, or GARES, recently signed a memorandum with the Foundation for Agricultural Technology Commercialization and Transfer, or FACT, a national organization, in order to promote the practical usage of its proprietary agricultural technologies.

This water cultivation tem developed by GARES can be installed at restaurants and in households to produce fresh vegetables year round.
Expected Sales for Water Cultivation System: KRW 500 Million+
Since this technology is applicable to a variety of fields including floriculture, it has the potential for annual sales of more than KRW 500 million.
The Korean traditional drink shikhye (식혜) without residual rice grains also has high export potential.

The first production batch of 200,000 cans of shikhye (식혜) has already sold out to buyers in the United States, China and Vietnam.
Gyeonggi Province has surpassed seven other Korean provinces in agricultural technology transfers as well as in the business performance of the recipient enterprises.

MOU between GARES and FACT (July 7)
Gyeonggi Province has been endeavoring to realize agricultural technology utilization, which is no less important than its development.
This agreement, which secures cooperation from the national institute that specializes in agricultural technology commercialization, will accelerate the transfer of Gyeonggi Province’s proprietary agricultural technologies to promising private enterprises and their international market launches.
Article 6. Gyeonggi Strengthens ‘Weekly No-Drive Day’ Campaign (0716-3)

In 2008, Gyeonggi Province launched the ‘Weekly No-Drive Day’ campaign to encourage drivers to refrain from using their vehicles one day a week. The Gyeonggi Provincial Government will strengthen this campaign by offering more benefits to participants.

This campaign is currently being operated in fourteen cities of Gyeonggi Province situated around Seoul.

The provincial government recently signed an agreement with the Korea Association of Health Promotion for a discount on health checkup fees.

Weekly No-Drive Day certificate holders are provided with a 10 percent discount on health checkups at all branches of the association in Gyeonggi Province, Seoul and Incheon (인천).
