Article 1. Gyeonggi Green Campus Project Proves Successful(0317-1)

In 2010, the Gyeonggi Provincial Governmentintroducedthe Green Campus Project to assist universities in the province with their efforts to improve their campus environments and facility safety. Currently, forty-eight universities are participating in the project and making great progress.

1) Green Campus Control Headquarters
The Green Campus Control Headquarters, the first of its kind in Korea, was established in 2012 to improve the safety status of university facilities in the province.
2) Kangnam University Invests in Energy Saving Facilities
In order to cope with rising energy costs and address problems with aging facilities, Kangnam (강남) University in Yongin (용인) City took an ambitious step and invested KRW 7 billion in its facilities for the realization of energy savings.
A new water recycling tem and geothermal heating tem as well as a real-time temperature monitoring tem now contribute to theuniversity saving as much as KRW 1 billion a year in utility costs. The university now expects that its investment will be completely recovered in just seven years.
3) Choo Shi-hoo / Kangnam University Green Campus Team Leader
“We analyzed results after one year of operation and found that we saved 133% in energy costs and 147% in water costs compared with previousoutlays.”
In addition to facility improvements by the university, students also participate in the improvement of the campus environment through various campaigns and club activities.

“I came to really understand how important our environment is through environmental activities. I will continue to advocatethe green movement even after graduation.”
The Green Campus movement began in 2010 in cooperation with a number of universities in Gyeonggi Province.
5) 60% of Universities in Gyeonggi Province Participate in Green Campus Project
Currently, forty-eight universities, accounting for 60 percent of the universities in the province, are active in the Green Campus movement.

“We will induce more universities to join the movement and guide them in the actualization of substantial environmental improvements such as the reduction of greenhouse gas emissions.”
The provincial government also plans to promote student participation in the Green Campus movement through environmental activity contests.
Article 2. Pablo Picasso Exhibit in Gyeonggi Province(0318-1)

Paintings by Pablo Picassorecently arrived in Gyeonggi Province as part of their Asian tour, providing Gyeonggi residents with a rare opportunity to appreciatefirsthand the original works of one of the greatest artists of the twentieth century.

1) Life’s Work of Pablo Picasso
The pieces that were included in this Asian tour reveal the style and content changes that occurred throughout Picasso’s life.
The early portraits of Francoise, his sixth lover of many years, show conventional symmetric composition,while later works were done in a more flexible style with fluid strokes.
On the other hand, most of the portraits of Jacqueline consist ofside silhouettes, emphasizing the melancholy nature of his last lover.
The still-life pictures reveal the influence of impressionist Cézanne and herald the birth of Cubism.

More than three hundred works are being displayedin Suwon City following the Seoul exhibition as part of the Asian tourthat was organized to commemorate the 25th anniversary of the Picasso Foundation of Spain.

Article 3. Happy Life Zones through Regional Reregulation (0319-2)

Last week, the Gyeonggi Provincial Government disclosed the designation ofsix underdeveloped regions within Green Belts of the province for new development projects. This follows the recent announcement regarding local economy development policiesby the central government.

Restrictions on Green Belts haveremained unchanged for the past forty years.
1) Green Belt Restrictions Limits Economic Development
With one third of the Green Belts, or development restriction zones, concentrated in Gyeonggi Province, the residents ofthese zones have been the victims ofextensive restrictions,many of which are impractical. The announcement of new policies by the central government has triggered hopes for the alleviation of development restrictions in these zones.

“Many factories within Green Belts are now able to expand their facilities. They no longer need to postpone their investments. The alleviation of restrictions will also have the effect of creating more new jobs.”
3) Restoration of Development Rights in 6 Underdeveloped Regions
Six underdeveloped regions will become the sites of 130 development projects with individualized fields of development, termed the Happy Life Zones, designated for each region.

Textile and furniture industry projects will be concentrated in the eastern region of the province. The northern region will housethe Eco Center.The northeastern region will see the development of eco-friendly agricultural and cultural art villages, while the Hantan (한탄) River region will host ecological restoration projects.

“The Happy Life Zones include all the underdeveloped regions, so we expect that substantial development will be realized in these zones.”
Four urban districts,including the cities of Bucheon (부천) and Namyangju (남양주),were designated as residential development zones, while Gimpo (김포) City and Yeoncheon (연천) County will house the Ecological Peace Belt. Details ofthe projects will be finalized in June after on-site studies.

Article 4. Forest Fire Detection System Begins Operation in Gyeonggi Province(0317-3)

Recently, a forest fire detection tem utilizing CCTV and a smart phone application was made available to the Gyeonggi Province Fire Services. This new tem enables firefighters to remotely locate and monitor forest fires and to react in a timely manner.

1) Forest Fire Watch: March and April
Forest fires occur most frequently during this time of year in Korea due to the dry weather as well as the presence of fallen leaves and tree branches. Once a fire breaks out in the mountains, it is hard to tackle before the fire spreads.
2) Remote Forest Fire Monitoring System
An unmanned camera stands on a mountain in Gapyeong (가평) County. This camera is controlled remotely from a monitoring center, and its images are displayed on a monitor. The same images can also be accessed via smart phones at any time from any place by fire officials on the road.

By installing an application, smart phones can be linked to the tem and firefighters can continue monitoring a fire while in transit, enabling them to react in the most effective way.
3) 8 Unmanned Forest Fire Cameras
Since 1999, the Gyeonggi Forest Environment Research Institute has installed eight forest fire monitoring cameras in the mountains around Gyeonggi Province. The institute has been replacing these aging cameras with new onessince 2012, and has completed the replacement of all eight cameras whilealso establishing the smart phone linking tem.

“(Forest fire) images could only be seen at the Forest Fire Headquarters. Now it is also possible for firefighters and related officials to monitor a fire while away from the headquarters and to react quickly.”
The Gyeonggi Forest Environment Research Institute also plans to link the tem to the forest fire monitoring cameras operated independently by regional administrations.
Article 5. Gyeonggi Province Science and Technology Map (0318-3)

The Gyeonggi Institute of Science and Technology Promotion recently published a“Gyeonggi Science and Technology Map”, a guide for both children and adults that provides details about the science and technology infrastructure of the province.

This map contains all the information necessary to find science organizations in the thirty-one cities and counties of Gyeonggi Province, as well as detailed information about each organization. It is a reference guide for everyone who is interested in learning about the science and technology resources available in the province.

The map covers science museums, astronomical observatories, research institutes, technical venture companies, and more. It is useful for individuals who need information sources as well for enterprises looking for potential partners among research organizations.

Article 6. Volunteer Public Service Center Assistants (0319-3)

The 24/365 Public Service Center at the Gyeonggi Provincial Government Complex now features new assistants. These young volunteer assistants are university students wearing green caps who provide a helping hand to the users of the center.

With more than five hundred users visiting every day, providing efficient services has been a challenge faced by the center.With kind guidance provided by young green-capped assistants, visitors as well as service officials can now save a great deal of time.

The main job of the Green Caps is to help the users of the center go through the application process without having to wait longer than necessary. They even serve drinks while visitors are waiting.

From March 18th, twenty Green Caps began working in 4-hour shifts, providing guidance and tending to the needs of visitors in their applications or while they are waiting.

Depending on the reaction of citizens, the Gyeonggi Provincial Government plans to increase the number of volunteer assistants.

“Students are provided with volunteer work experience for school credits, and those who provide excellence service will be rewarded with incentives such as social service grant from their school and a gubernatorial award.”
The kind and active service of the student volunteers is transforming the public service center into a place where visiting residents can use the services with greater satisfaction.
Article 7. Verbal Abuse Strike-out at Public Call Centers(140319-1)

The Gyeonggi Province 120 Call Center announced that it will introduce a Strike-out System for the protection of its consultantsfrom verbal abuse. According to this tem, repeat offenders will be given up to three warnings before being dealt withthrough legal means.

2) Habitual Verbal Offenders to be Struck Out
The center decided to firmly respond to callers who repeatedly commit sexual harassment and verbal abuse offences by applying astrike-out temsimilar to thatused in baseball.
3) Consultants and Other Callers Suffer
The increasing number of such malicious callsresults inpsychological trauma among the consultants as well as indirect inconvenience for other callers.

“When we hear of sexual harassment or abusive language offences that involve our family members, we tend to suffer deeply and evenspend sleepless nightswith tears in our eyes”
5) Three Warnings Followed by Legal Action
With the Strike-out System, malicious callers will be warned up to three times; should the warnings fail, the offenders will then become subject to legal action.

“About one percent of calls can be categorized as malicious calls. Such calls affect the quality of our responses to innocent callers…”
Those who are black listed will also be transferred automatically to an ARS service instead of a personal consultation service. Consultants who suffer from depression and stress will be provided with appropriate treatment.
