Article 1. Gyeonggi Province Selected As an Integrity Messenger (0304-2)

Gyeonggi Province was ed as one of the excellent organizations of integrity and, for the first time among autonomous bodies, awarded a membership of the Clean Championship Club, or CC Club. This club was established last yearthe Anti-corruptionCivil Rights Commission of Korea to promote the integrity of personnel in public organizations. .

Selection was made out of 700 public organizations nationwide based on the evaluation of organizational integrity temsanti-corruption policies in effect. Organizations ed as an excellent organization of integrity for at least two consecutive years, are granted a CC Club membership,the title of Integrity Messenger, with an obligation to act as a model organization for benchmarkingothers. With the inter-departmental Integrity Competition System continuously in operation in its 150 divisionssub-organizations, the Gyeonggi provincial administration has been the leader in integrity among public organizations,
2) Integrity Education, 4G Policy, Visiting Personnel Consultation
The high scoringGyeonggi Province in integrity evaluationalso attributed to its various other integrity policies such as the Integrity Education Program, in which each personnelrequired to complete 11 hours of integrity course; the 4G Movement for on-site orientated administration practices;the Visiting Personnel Consultation program.

The Gyeonggi Provincial Government also plans to hold an Integrity Forumestablish a political network for the development of integrity policies this year. As an Integrity Messenger, the provincial administration will share the successful cases of integrity policies with other public organizations in the country.


Article 2. Illegal Drug Dealing UncoveredSpecial Judicial Police (0305-2)

A number of illegal drug dealers were uncoveredthe Special Judicial Police of Gyeonggi Province for distributing drugs including narcotics. Our reporter, Choi Chang-min examined the details.

1) Disclosure of Illegal Drug Dealers
In the basement of this building in Suwon City, the special judicial police investigators find a large quantity of drugs, most of them still in unopened packages. These are the drugs illegally solda pharmacist, known as ‘Lee’, to an unlicensed drug dealer.

“Pharmacies these days are difficult to operate without dealing with them (unlicensed dealers). Even wholesalersmyself – rely heavily on them for sales.”
The unlicensed dealers who purchased drugsLee resold them to pharmacies nationwide at prices twenty percent higher, making an illegal profit. What concernsthat the involvement of unlicensed dealers in drug dealingsa commonplace in national drug distribution.

“I lost my job when the pharmaceutical company I was working with closed. This was the only thing I could do…”
The amount of drugs distributedthese dealersestimated to be equivalent to 1.5 billion Korean won. These drugs included psychotropic drugs such as propofolphentermine both classified as narcoticsthe Korean Government. The Gyeonggi Province Special Judicial Police arrested Leeindicted twenty five unlicensed drug dealers without physical detention.

Article 3. Free Farming Machine Checkup (0306-1)

With the beginning of farming season approaching, free farming machine checkup services are being provided in Gyeonggi Province.

While busy preparing tothis year’s farming, Shin Dong-hoon shivers as he remembers last year when his farming project was almost completely ruined because of the mechanical problems of his farm machines.

Consisting of five teams of mechanics circulating the agricultural regions in the province, the service squad provides checkuprepair services free of chargethe replacement of parts at 70 percent of usual costs. They also provide on-site education of farmers to enable them to cope with possible mechanical problems themselves.

“Itimportant to prevent farming machinesexposure to rainto store them in a cool, shaded place. The service life of the battery can be extended to 4 to 5 years simplydisconnecting the terminals during storage to avoid electric discharge.”
Mechanicsonly provide on-site repair servicesmaintenance education, but also teach farmers how to operate the machines to prevent accidentssave fuel consumption.

“Since our agricultural communityfast transforming into an aging society, therea growing necessity for technical support. We will do our utmost to provide assistances in farm machine operations to enable farmers to better prepare for the farming season.”
The Circulating Farming Machine Checkup Servicecurrently being provided to seven citiescounties in Gyeonggi Province. Services will be available until the 29th of this month.


Article 4. Pork Consumption Promotion Events (0304-3)

On the occasion of Pork Day, which was on March 3rd, pork consumption promotion events were held at two locations in Gyeonggi Province. Our reporter was there.

Pig farmers in Korea aregreat difficulties since pork prices plunged due to decreased consumption along with economic depressionthe dominance of imported pork, feed prices have risen rapidly.
1) Agricultural Coop Gyeonggi Regional Headquarters, Suwon
In order to alleviate marketing problems facedpig farmers, pork consumption promotion events were organizedthe Livestock Farming Division of Gyeonggi Province.
2) Pork Day (March 3rd)
Held on Pork Day with many local residents present, these events featured high quality Korean pork of various parts with less fat than more popular pork belly.
3) Jeong Min-ho / 5th Grader of Gokjeong Primary School
“All members of my family came hereenjoyed pork. It was tastier than when I ate at home. I didknow pork could taste this good.”
During the event, pork was sold at prices twenty percent lower than the market prices. Citizen who were present at the event showed their sympathy with the need to support livestock farming.
4) Jeong Hye-yeon / Suwon Resident
“I am aware that pork prices decreased considerablythat pig farmers areeconomic difficulties. I hope that people will consume more pork to help pig farmersto become healthier.”
5) Gwanggyo Mountain, Suwon
At this event site – at the entrance to a mountain trail, mountaineers were invited to a simple fun game,distributed free pork, as part of the pork consumption promotion campaign.
6) Baek Han-seung / Director of Gyeonggi Province Livestock Farming Division
“We will continue our support for pig farmers through modernization of pigpens, the controlling of the number of sows,the promotion of pork consumption such as today’s events.”
The Gyeonggi provincial administration will also work closely with government agents to stabilize pork prices through the control of productionshipments.

Article 5. Foundation of KSD Mentory Baseball Team (0305-1)

A children baseball team consisting of aspiring young baseball playersfamilies in economically underprivileged sectors, entitled KSD Mentory Baseball Team, was founded in Gyeonggi Province. Our reporter examined the details.

“I want to teach children about the values of teamwork, personal sacrifices,caring for others through baseball.”
Consisting of twenty five primary school childrenfamilies in low income brackets in the northern regions of Gyeonggi Province, the members of this team will take weekly basic training. By participating in the team, these children are now able to nurture their dreams – which they couldn’t otherwise do.
3) Gyeonggi Province Governor Kim Moon-soo
“The Gyeonggi administration will provide necessary support to build more baseball grounds in the provinceto enable many children to play baseball.”
The Gyeonggi Provincial Government has been promoting baseball through various efforts including the creation of Korea’s 10th professional baseball teamthe construction of the Park Chan-ho Baseball park.


Article 6. Fusion Administration for Better Living Environment (0306-3)

Borrowedthe emerging concept of ‘fusion science’, the administrative bodies of Korea have recently adopted a new term, fusion administration. Ita concept of administrative efforts for a single objective for which a number of different functional administration parts are required to be involved for overall achievement. Our reporter followed a case of fusion administration in Gyeonggi Province.

This village in Anseong City boasts neat houses with new roofs. However, until only months ago, residents of this village have had a persisting problem of asbestos thatcontained in their old slated roofs. Thanks to the supportthe provincial government, they were able to replace their roofs last November.

“Our persistent problem has been resolved almost completely. It was only possible through collaborative effort of both the provincial governmentresidents.”
The residents of this village now plan to demolish an ugly old buildingestablish a village enterprise on the cleared site.
3) Village Face-lifting Project for Rural Living Environment Improvement
The provincial support that realized the dreams of the residents of this village was provided as part of the Village Face-lifting Project of the Gyeonggi Provincial Government. This project involves a number of different offices of the provincial administration as well as local residents.

An increasing number of sightings of harmful insects of foreign origins have been reportedorchards in Korea this year. Farmers are advised toperforming preventive measures.

1) A Blueberry Farm
The branches of these blueberry trees are covered with white powdery spots.
2) Brown-winged Leafhopper
They arethe infections of a bacterial disease but are in fact the covers of eggs laidricania, or brown-winged leafhoppers, originatedNorth America. Some of the trees around this orchard were also infected with these eggs,hatched larvae are already eating up the buds on young branches.

4) An Orchard
In a nearby vineyard, branches of grapevines are infested with mud cake-like small lumps. These are the cocoons of Chinese lantern fly pupae.
5) Rising Concerns on DamageForeign Insects
As the season gradually warms into the spring, there are growing concerns on possible damagethese foreign insects.

Since these insects propagate rapidly once they hatch, the Gyeonggi Agricultural ResearchExtension Services urges the orchard operators toinsect control as early as possible.
