Title 1. Gyeonggi Province Finalizes 2012 Budget (1115-2)

Gyeonggi Province finalized the budget for 2012presented it to the Gyeonggi Provincial Council. Natural disaster preventionwelfare took up the largest portions of the total budget, reflecting the recent increase in social concern regarding these issues.

1) Finalization of Gyeonggi Province Annual Budget for 2012
Disclosing the new budget for 2012, the Gyeonggi Provincial Government announced that natural disaster preventionsupport for the underprivileged are major focal points of next year’s provincial administration.
2) Total Budget Increased10.6% to KRW15.2 Trillion
The total proposed provincial budget for next yearKRW 15.26 trillion, 10.6% more than the budget for 2011. But it is, in fact, a tightly formed budget that takes into account anticipated sluggish economic growth next year with maximum expense reduction in formal eventsnew projects, the Gyeonggi spokesperson explained.

There are, however, an increased number of disaster-related projects, such as the construction of additional water drainage pumping stations as well as the improvement of anti-flooding facilitieslocal stream management. The provincial government plans to spend KRW 435 billion on efforts to control disasters at their roots. Thisnearly 140% more compared with last year. The provincial government also substantially increased the welfare budget.

For the first time in history, Gyeonggi Province allocated more than a quarter of its total annual budget solely to welfare. Compulsory vaccination of young children with the full support of the provincial governmentincreased monetary support for people in low income brackets are some of the major changes in the welfare policies of Gyeonggi Province. Other elements of the provincial budgetary increase include the construction of public transportation infrastructurethe improvement of water quality

Adults mayfully understand what children think about sex these days. When it comes to sex education, we tend to think of the darker side of it such as sexual harassmentabuse. But sex education should be geared to teach children about the importance of our bodiesthe positive side of sex. Thatexactly what the Gyeonggi Province ‘Visiting Sex Education Bus’ aims to do.

Children are curious about how they were born. On the Visiting Sex Education Bus, they watchtouch a simulated baby in a mother’s wombare fascinatedthe mystery of it all. This bus provides answers to their questions about sexlife using visual presentationseducational tools.

3) Customized Sex Education Circulating through Gyeonggi
This Visiting Sex Education Bus was introduced in October. The buscirculates through isolated regions in Gyeonggi Provinceprovides customized sex education to local children.

5) Gyeonggi Youth Sex Culture Center / Wa Stadium, Ansan City
Gyeonggi Province has also been operating the Gyeonggi Youth Sex Culture Center in the Wa Stadium in Ansan (안산) City so as to provide sex education programs for youths.

“This education program reminded me of how precious our bodies are.”
The various sex education programs of Gyeonggi Province will hopefully contribute to the prevention of sexual crimesthe promotion of a healthy sex culture.
Title 3. Go-Visit Science Classroom for Children (1111-1)

The ‘Go-Visit Science Classroom’ for children opened at the Gyeonggi Institute of HealthEnvironment so as to promote the importance of healthhygienestimulate scientific curiosity among children

Children tentatively put their hands on bacteria culturing pads. Later, they are really surprised to see the pads fully covered with bacteria. They are sickenedthe noxious smell of bacteriagrimace… some even cough.

“I didn’t know there were so many germs. It smelled so bad.”
Their hands are contaminatedgerms that are illuminatedfluorescent light. They try hard to wash their hands clean, but the fluorescent light doesn’t disappear easily. They learn how important itto wash their hands properly

“I felt strangecreepy to know thingsthat live in my hand. I think I will always wash my hands cleannow on.”
3) Experiencing of GermsAwareness of HealthScience
This Go-Visit Science Classroom at the Gyeonggi Institute of HealthEnvironment offers an experiential program in germsmicroorganisms. The purpose of this programto promote awareness of the importance of healthhygiene among children. So far 600 studentsprimary schools in Gyeonggi Province have visited this classroom since its opening last year.

The Gyeonggi Institute of HealthEnvironment plans to expand their science program for childrenlinking science education with experiences such as making banana milk.
Title 4. Leave-to-Chance Familiarization Tour (1114-2)

Gyeonggi Province has organized a unique event to promote its abundant tourism resources. Entitled the Leave-to-Chance Familiarization Tour, this eventheld at the Gyeonggi Provincial Government Complex. Participants played a game to determine their destinationshow to get there.

1) Gyeonggi Provincial Office Complex (November 12th)
It’s early morning at the Gyeonggi Provincial Government Complex. Therea noisy game in progress in its front yard. Participants spin their bodiesthrow their shoes. Soon therea roar of mixed joydisappointment. Those who threw their shoes the furthest have the chance to choose their travel destination, transportation methodtravel allowance. All the participants are meeting for the first time, but each of them came here after winning a 4-to-1 competition. Another gameunder way. Itcalled the Zero Humanity Game,the winners will have a free lunch paid forthe losers when they arrive at their destination.
2) Gyeonggi Bokbullbok Fam-tour / Yangsoo-ReeDaebu Island (November 12th)
This familiarization tour, or fam-tour for short, was devisedGyeonggi Province for the purpose of promoting the tourism resources of the province. Tours were combined with interesting games of chance,the participants left either on a cycling route along the South Han River or to Daebu (대부) Island in Ansan (안산) Cityenjoyed a day of travel.

“It islike the usual passive tours that you just follow. We depended on luck in the choice of destinationeverything in the tour. It was such fun.”

“In this fam-tour, I got to travel along the South Han River on a bicyclecame to appreciate the beauty of the river.”
Gyeonggi Province also plans to organize other promotional events such as a tree-making event in conjunction with the Muhandolbom (무한돌봄) project.
Title 5. Oseong Industrial Complex Attracts Foreign Investors (1116-1)

Foreign investors are showing increased interest in the Oseong Industrial Complex. Such a developmenta good sign for the promotion of this industrial complex as well as for the development of the industrial base in Gyeonggi Province.

Thisthe Oseong (오성) Industrial Complex in Pyeongtaek (평택) City. It covers an area of 66 hectares, but thereonly one resident company in the entire complex. Things are beginning to change, however, since it began to attract the interest of foreign companies. Celgard of the US, the world’s second-largest maker of micro-porous separators used in lithium-ion batteries, signed an MOU with Gyeonggi Province for the establishment of their new plant in the Oseong (오성) Industrial Complex. Celgard will invest USD 200 million in the construction of production facilitiesbegin production at theof next year.

This investment caseespecially meaningful for Gyeonggi Province since it marks the 100th foreign investment since the current governor assumed office.

Another world-leading company, ATMI in the semi-conductordisplay industry,also currently working with the province to build a factory in the Oseong (오성) Industrial Complex. The Oseong (오성) Industrial Complexslowly emerging as a Korean operation base for foreign companies.
