The number of habitual tax delinquents has gradually been increasing for some time, placing honest tax payers unknowingly in an unfair situation. The Gyeonggi Provincial Government decided to implement an intensive operation to collect local taxes in arrears.

The owner of this KRW 600-million apartment, Park, has been dodging the payment of local taxes amounting to a total of KRW 16 million for the last eight years. He used various tactics to avoid paymentwent as far as to cancel the resident registration. In spite of frequent remindersmunicipal tax officials, he adamantly refuses to pay any tax.

The final institutional process for the recovery of taxes in arrears will be a visita delinquency disposition team for confiscation of valuable items such as home appliances, furniturejewelry. This seemingly useable car in the basement parking lot of an apartment building has a seizure notice attached to it because of prolonged non-payment of taxes.

3) Gyeonggi Province Local Tax in Arrears Amounts to KRW1.4 Trillion
As of theof last year, the total amount of delinquent local tax in Gyeonggi Province exceeded KRW 1.4 trillion.
4) Inauguration of Delinquent Local Tax Disposition Team (April 29th)
Gyeonggi Province organized the Delinquent Local Tax Disposition Team for the recovery of local taxes in arrearshabitual tax delinquents,held an inauguration ceremony at the Gyeonggi Research Institute.

The initial target of the Delinquent Local Tax Disposition Teamto recover as much as KRW 500 billiontaking distraint actions including the confiscation of automobiles, house searchessafe-deposit box seizures. The subjects of these actions will be two million tax delinquents, each of whom owes taxes in arrears exceeding KRW 30 million.
6) Gyeonggi Province plans to implement special management of delinquents with outstanding taxes of more than KRW 30 million. If they still fail to pay overdue taxestheof this year, the provincial government will take strict actions including banning themleaving the countrypublicly disclosing a list of delinquents.

Korean farmers have long used a traditional seedingtransplantation method instead of direct seeding in rice farming. Gyeonggi Province held a demonstration event for direct rice seeding so as to promote this method.

The rising cost of rice farmingdecrease of rice consumption are the greatest causes of Korean rice farmers’ ever-deepening woes. To alleviate the amount of laborcosts for rice cultivation, Gyeonggi Province began promoting the direct seeding technique.

While the traditional method of rice farming involves use of seed beds for the initial sowing of rice seedstransplantation of the seedlings to rice paddies later, the direct seeding technique employs the direct sowing of rice seeds to rice paddies.

Rice seeds sown directly in the paddy take root more firmly and, therefore, grow into more stable plants that are less prone to uprooting. They also grow better in early stagesproduce less non-bearing weedy plants.

Title 5. Ruling of Hospital Beds Contradicts Reality in Gyeonggi Province (0509-1)

Worsening the already difficult situation, the Korean National Assemblycurrently deliberating a new regulation on the supply of hospital beds.

Gyeonggi Province has only 3.8 hospital beds for every 1,000 residents, whichfar less than the national average of 5.3 beds.

Many patients who require hospitalization are compelled to travel to Seoul, Incheon (인천) or other areas simply because there are no beds available in provincial hospitals. Gyeonggi Province has been implementing a plan to realize the appropriate numberdistribution of hospital beds, but hasyet realized substantial results.
3. National Assembly Deliberates Bill for Limiting Hospital Beds
The new revision of the Capital Districts Development Plan, whichcurrently being deliberated in the Korean National Assembly, poses an even greater problem for Gyeonggi Province.
4. Limitation of Number of Beds to 500
The gist of this new amendmentthe inclusion of medical institutions in population concentrations inducing facilities. This will effectively prohibit the construction of any new hospital that has more than 500 beds.
5. Medical Service Quality in Local Districts at Risk
Gyeonggi Province expressed strong opposition to this new legislation on the grounds that it will negatively affect the quality of medical services in local districts.

The 57th Gyeonggi Province Sports Festival opens in style in Suwon (수원) City. Over 11,000 athletesthe 31 citiescounties of the province, approximately 1,000 more than in last year, participate in these sports games.

Competition was fierce among athletes in 22 main competitive eventsamong regional teams in medal races. Boat sailingJapanese-style fencing were included this year as demonstration sports.
