The GTX Forum was held again to discuss the effective implementation of the GTX Metropolitan Express Railroad Project. The main focus of this GTX Forum wasa review of the successful case of the Japanese metropolitan express railroad, the Tsukuba Express,the discussion of issues that this precedent case in a neighboring country may present.

At the recentlyheld fifth GTX Forum, Dr. Kim Tae-Gyu(김태규) ofthe Institute for Transport Policy Studies in Japan gave a presentation on the construction of the Tsukuba Expressadjacent development.
This Japanese line operatesbetween TokyoTsukuba of IbarakiPrefecture in Japan. Opened in 2005, its rapid service has reduced the time required to travel between the two cities2-3 hoursbus to a mere 45 minutes.
The Tsukuba Expressonly reduces traveltime but also contributes to alleviating traffic congestionhas influenced local development along the line. The key to the success of the Tsukuba Expressthe laying out of the express line directly through the heart of the metropolis, thereby saving both timemoney in construction.
Dr. Kim suggested learningthe success of the Tsukuba Expressstressed the importance of collaboration among the centrallocal governmentsthe private sector.
GTX will provide a revolutionary transport means inaround the Korean capital regionmay potentially offer a traffic solution as well as a strategic alternative for megacity transportation.
2: Yulgok Leadership Academy(1213-1)

Master Yulgok E-ee(율곡이이) was a prominent scholarpolitician during the mid Choseon(조선) Dynasty. He was a key figure in Sung Confucianism. Gyeonggi Province organized the Yulgok(율곡) Leadership Academy to educate youths regarding the lifeleadership of this .

The second Yulgok(율곡) Leadership Academy opened for two days at Seonggyungwan(성균관) in SeoulPaju(파주) for studentsthe fourth grade of primary school to the third grade of middle school. At Seonggyungwan(성균관), the highest state-run educational institute during the Goyeo(고려)Choseon(조선) dynasties, studentsattended class in traditional Confucianattire.
Students then moved on to JawoonSeowon(자운서원) in Paju, Gyeonggi Province, to learn aboutMaster Yulgok(율곡). A seowon(서원)an memorial hall for Confucian services to honor a distinguished scholar or a statesman.
Designated as Provincial Monument Number 45Gyeonggi Province, JawoonSeowon(자운서원)was originally built to commemorate the knowledgedeeds of Master Yulgok. This seowon(서원) consists of the old main hall, which houses an imagethe tablet of Yulgok,the more recent Yulgok(율곡) Memorial Hall. Students also visited the nearby Hwaseokjeong(화석정) Pavilion,where Master Yulgok used to meditatewrite poems,enjoyed a glimpse into the life of this venerable figure they had only previouslyknownhistory books.
Students finally moved to the English Village in Paju(파주)they attended a variety of special classes on Yulgok’s leadership.
The second Yulgok(율곡) Leadership Academy was jointly organizedGyeonggi Province, Paju(파주) CitySeonggyungwan(성균관). The first occasion was a huge success that enjoyed considerable popularity among students who filled the application limit in just two days. Based on such positive results, Gyeonggi Province plans to organize a variety of other leadership programs.
The Yulgok(율곡) Leadership Academy will continue next year with a two-day course for KRW50,000 per person.
3: Development of Areas Surrounding GTX Stations to Focus on Customer Convenience

It has been determined that the areas with development potential surrounding GTX stations may have a combined area equivalent to 4.6 times that of Bundang-gu in Seongnam City. Effective local development of GTX stations was a major topic of a recentlyheldpolitical forum.

The Gyeonggi Research Institute held the Political Forum on the GTX Metropolitan Express RailroadLocal Development to gather expert opinions regarding the development of areas surrounding GTX stations
Professor Lee Seong-Il(이승일) of the University of Seoul stressed in his presentation that the development of the areas surrounding GTX stations must be carried out in such a way that could increase the usage of GTX. He also suggested that differentiated land usage policy based on the distancecentral metropolitan area should be introduced in order to secure demand for GTX.
Presentations were followeda discussion on how to implement the GTX project successfully.
Professor Choi Gi-Ju(최기주) of Ajou(아주) University emphasized the necessity of urban development around GTX stations as well as the establishment of transportation tems with efficient linkage with GTX lines. When the construction of the three GTX linesproposedGyeonggi Province proceeds, collaboration between Gyeonggi Provincethe cities of SeoulIncheon(인천) in the resolution of overlapping segments of the lines will be one of the key issues.
4: Public Sense of Security Needs Enhancement

While the tension between NorthSouth Korea remains high, the residents of the northern parts of Gyeonggi Province are more apprehensive about the situation than others. Gyeonggi Province Governor Kim Moon-Soo(김문수) visited the northern areas to see the situation firsthand.

Doubts about national security following the North Korean bombardment of Yeonpyeong(연평) Island are spreading among the residents in the northern parts of Gyeonggi Province.
Gyeonggi Province Governor Kim Moon-Soo(김문수) paid a round of visits to the 9th Korean Army Division in Goyang(고양) City, the Joint Security Area in Panmunjeom(판문점)to Daeseong-dong(대성동) village in DMZ to ascertain the atmosphere firsthand.
Governor Kim stressed the importance of a firm sense of defense against North Korea at times of instabilitysuch as now.
After the surprise bombardmentNorth Korea, Gyeonggi Province has been reaffirming securityreassuring foreign companies in the province as well.
Having delivered KRW 500 million to the Common Social Welfare Fund for the residents of Yeonpyeong(연평) Island, Gyeonggi Province has been seeking ways to provide support for the islanders who suffered losses. Gyeonggi Province plans to strengthen cooperation with the military so as to ensure the safety of residents in the northern parts of the province including Pocheon(포천), Yeoncheon(연천)Paju(파주).
5: Support for Youths in Multicultural Families

Gyeonggi Provincehome to the largest number of multicultural families among autonomous bodies in Korea. A political forum was held to discuss ways to support the youths of multicultural families.

The Gyeonggi Province Family & Women’s Research Institute organized a Political Forum on Support for Youths in Multicultural Families.
The purpose of this forum was to collect opinionsprovincial residents regarding effective ways to support youths in these families. The information collected will be used as supporting data for ‘The Study on the Lives ofSupport for the Youths in Multicultural Families in Gyeonggi Province.’
A presentationa senior researcher of the institute, JeonGyeong-suk(전경숙), on the same topic as the study was followeda discussion among specialistseducational institutionsthe Provincial Assembly as well as field experts who voiced their opinions as designated speakers.
The Ministry of Public AdministrationSecurity announced data on the‘2010 Status of Foreign Residents in Autonomous Bodies’in June.
It was revealed that the total number of foreign residents in Korea as of January 1st, 2010, was 1.14 million; this comprises 2.3% of Korea’s total population of 49.8 million.
In Gyeonggi Province, there were more than 7,000 primary, middlehigh school studentsmulticultural families in 2010, whichmore than 3.5 times the number in 2006 when there were little more than 2,000 such students.
Gyeonggi Provinceendeavoring to provide support for multicultural familieschildren to help them comfortably adapt to life in Korea. However, therea growing need to help them develop as capable adultsnot just adapt to current Korean society.
6: New Mobile Apps CreatedHousewives

A group of housewives has thrown down the gauntlet in the world of smart phone application development. Many of them were even computerilliteratetoo long ago, but they are now fully capable of developing their own applications.

The 30 housewives, who have just completed the Mobile App Developer’s Course, proudly present applications which they developed themselves during the past five months.
One mobile app checkslets you know the expiration dates of food items in the refrigerator, another app monitors baby health,yet another provides a baseball game that can be played using numbers. All these are brilliant ideas of housewives. The Gyeonggi Women’s Development Center presented awards to the application developers based on usefulnessdesign.

7: On-site Cultural Activities of Gyeonggi Province in Secluded Areas

Residents in some areas are unable to attend cultural performances simply because itdifficult for them to travel to one. The on-site cultural activitiesGyeonggi Province, therefore, have been hailedmany who live in such secluded areas.

Residents of Gukhwa(국화) Island,there are only 38 households, are receiving visitorsthe main land.
The community centerpacked with residents of the island. When the performance began, people started to dance.
It was reported that the satisfaction rate with the On-site Cultural Activities, which began in 2004 to provide cultural opportunities to provincial residents,was as high as 73.8%.
Some of the reasons for positive responses included ‘fun’, ‘convenience’, ‘free’‘rare opportunity.’
A total of 700 performances including Korean traditional musical concertsplays were organized163 non-profit organizations participated this year.
Gyeonggi Province plans to organize 320 more cultural performancesfor culturally isolated areas
