1. World’s Leading Semiconductor Polishing Compounds Producer to Build a Base in Gyeonggi Province (0928-1)

The Gyeonggi Province Delegation for Investment Promotion left for the United States on October 26thhas already succeeded in securing a USD 10 million investmentthe world’s leading semiconductor polishing compounds producer.

Cabot Microelectronicsthe Investment Promotion DelegationGyeonggi Province signed an MOU for an investment of USD 10 million.

Cabot has been a world leader in the production of polishing compounds for the manufacture of semiconductors since 1994. With this investment of USD 10 million, Cabot will build productionresearch facilities on a 2.5 acre site in the Pyeongtaek-Oseong Industrial Complex.

The signing of this MOUthe result of persistent persuasionGyeonggi Province since the first visita provincial delegation to Cabot last March. The establishment of the Cabot base in Gyeonggi Province will also stimulate the advancement of the domestic semiconductor industry as well as the creation of new jobs. Building upon this success, the Gyeonggi Province Delegation continued with the remaining 3 days of its schedule in the US.

2. New 1st-Grade Tourist Hotel in Yeoju with a 1st-Grade Shopping Mall

Gyeonggi Province will see the establishment of the first special-grade 5-star tourist hotel within the province. The province has lacked top-quality hotels suitable for international eventsthe attraction of overseas tourists, but this hotel in Yeoju County will help address demand for such facilities in the province.

Gyeonggi Province, Yeoju Countythe Donggwang Construction Company agreed to build a special 1st-grade hotel. The construction of this hotelplanned for completion in 2012will cost a total of KRW 116 billion.

This hotel will be the first to receive a local tax emption that Gyeonggi Province has promised to grant to any new special-grade hotels within the province.

Benefits will include the exemption of acquisition tax, registration taxproperty tax for the hotel as well as a 20% discount on water supply charges.

12 Above-ground Floors with a Total Area of over 323,000 Sq. Ft on a 7.4 Acre Site
This hotel will be built on a 7.4 acre site on the banks of the South Han River in Yeoju County. The 12-storey hotel will have over 200 guest roomsa total floor area of 323,000 square feet.

This hotelwithin 10 minutes of the scenic Shilleuksa Buddhist Templea high-brand shopping outlet. There are also sports facilities including a driving range for golfersa horse-riding center for equestrians as well as in-house banquet roomsconference halls for various international functions.
There are a total of 83 tourist hotels in Gyeonggi Province. However, the addition of this special 1st-grade hotel will attract considerably more tourists to Yeoju also contribute to local economy.

3. Employment Support Project for Veterans: “Go for It, Sergeant Kim!”

Gyeonggi Provincethe Korean Armed Forces agreed to undertake joint efforts to support the employment of army veteransensure the stability of their civilian lives. Under this agreement, the Gyeonggi Employment Center will operate a special desk exclusively for veterans. This new desk will be mannedan employment specialist whoalso a former army major.

Under the project name of “Go for it, Sergeant Kim!”, Gyeonggi Province entered an agreement with the Korean Armed Forces to support the employment of veterans following their dischargeservice. This was one of the public pledges made during 5th popular election campaign.

According to statistics, the employment rate of retired generalsas high as 83% that of sergeant majors, first class sergeants sergeantsonly 41.8%

The veteran employment project launched under this agreement will consist of support in 3 stages: close consultationjob training, support for internship employmentemployment placementfollow-up.
Army Chief of Staff Hwang Ui-Don stated at the ceremony that, since soldiers with considerable experienceleadership skills can now enjoy employment support after their discharge, a boosting effect on army moraleexpected.

4. Public Hearing on “Special Law on Support for Gwacheon”

A public hearing was held to promote the passage of the “Special Law on Support for Gwacheon City,” which was prepared to support the city as it faces the void effectthe relocation of the government office complex to Sejong City.

OfficialsGyeonggi Province, Gwacheon Citythe Central Government discussed the special law at this public hearing, which was chairedGrand National Party Representative Han sang-Soo.

The Director of Gyeonggi Province’s Policy Planning Division, Park Shin-Hwan, argued that the removal of the government office complexGwacheon City) will cost the city KRW 1.14 trillion in lost production as well as the loss of 12,320 jobs.

Gwacheon City Mayor Yeo In-Kook stressed the necessity for customized support for Gwacheonthe passage of the politically unbiased special law for this purpose, which was prepared for the balanced regional development of the nation.

The unemployment rate of youths has been decreasing steadily since the foreign exchange crisis last year. However, difficulties facedyouths in finding jobs doseem to have improved at all.

The 23rd Gyeonggi FamilyWomen Forum was held to discuss possible solutions to the unemployment problem of youths.

The Gyeonggi FamilyWomen’s Research Institute decided that it was time forparties concerned to gather togetherseek solutions to the employmentunemployment problems of youths,organized a forum to discuss these matters.

The forum began with a presentationProfessor Jeon Byeong-Yoo of Hanshin University on the topic of “Youth EmploymentUnemployment ProblemsPolitical Tasks” followeda discussion session among specialistsrelated fields.

Professor Jeon stated that the reason for the unemployment of youths lies in the imbalance between the increasing number of youths with higher education searching for jobsthe insufficient supply of positions to accommodate this demand.

He also said that there are limitations in resolving the problem of youth unemploymentthe governmentlocal authorities due to lack of budgetnecessary manpower although they are striving to adopt the youth employment policies of advanced countries.

Gyeonggi Province has been endeavoring to alleviate the problem of youth unemployment in several ways including an employment lecture tour among universitiesvocational high schools in the province. 6. Realization of Effective Welfare Policies for People with Disabilities

In order to cope with recent diversified demands for welfare among people with disabilities, the Gyeonggi Welfare Foundation has established a mid-to-long-term welfare plan. This newly announced planattracting the attention of welfare specialists since it reflects the welfare policy of Gyeonggi Province for people with disabilities.

The Gyeonggi Welfare Foundation has established a plan for the realization of effective welfare for people with disabilities

The vision statement was announcedthe Gyeonggi Welfare Center for its mid-to-long-term Welfare Plan for People with Disabilities.

The objective of this planto realize a close-knit welfare policy that people with disabilities can identify withbenefitin their daily lives.

Major projects include support for the expansion of call taxilow-platform bus services, the distribution of cultural welfare cards, the establishment of rehabilitation collegesthe extended operation of the movement assistant service.

In order to implement these projects, the welfare budget for people with disabilities should be increased2% to 4% compared with the general budget. It willbe easy to secure a sufficient budget since nearly half of the welfare projects for people with disabilities have been subsidizedthe central government.

Gyeonggi Provincethe Gyeonggi Welfare Foundation plan to finalizeannounce the budgetmanpower operation plans for this mid-to-long-term welfare plan for people with disabilitiesearly next month.

7. A Saeteomin Who Understands the Saeteomin Job Search

Saeteomin – or ‘New Settler’ –a newly coined appellation for North Korean defectors who arrivesettle in South Korea. For those saeteomin who are already struggling to adapt to life in South Korea, finding a joban even more daunting task, especially with the current job crisis. But thereone seateomin who has become the talk of the townworking as a job consultant for other saeteomin.

Noh En-ji, who escapedNorth Korea in 1998, began working as a job planner at the Gyeonggi Women’s Vision Center last month. Sheproviding job consultationemployment placement services for women with severed careers. She says that she feels gratification when she helps other saeteomin herself.

There are a total of 18,000 saeteomin who have arrived in South Korea so far. Of this number, 78% are women28% or 4,000 of these women live in Gyeonggi Province.

Except for those with special skills, most saeteomin can only find simple manual jobs. In order to cater to the job demands of saeteomin, Gyeonggi Provinceoperating a job planner education course for saeteomin for the first time among local governments.

Any womanNorth Korea who has held Republic of Korea nationality for more than 1 yearlives in Gyeonggi Province can become a Saeteomin Job Planner. Applications will be accepted until October 7th for total enrollment of 20 participants.
