[Gyeonggi province may ease restrictions]

Gyeonggi province is introducing a new policy to lighten its restrictions on development.

The Hynix factory enlargement, which was forbidden due toovercrowding and unbalanced development, and Yeoncheon and Dongducheon, which were designated as military safeguard zones and limited development districts, may soon be given the go ahead for construction within their borders.

On March 17, 61 different government agencies in Gyeonggi province signed the restriction reformation practice collaborative agreement to abolish various regulations forced upon the province.


The intention was to personally put our thoughts into action. And this was our first try.

The forum heated up with complaints about troubles individuals are having with current restrictions.

Each districtshould stand out and ask for deregulation. Or else, the central government won\’t know about the restrictions.

Gyeonggi province will actively request the central government to deregulate irrational restrictions and form a field maneuver team to handle one-stop regulation reform.

Gyeonggi province produced a three-dimensional aerial photograph, which even recognizes the direction of arrows on the road, with satellite images to conduct business faster and more accurately. Compared to previous 1 meter satellite images, 25 centimeter aerial photographs aremuch more accurate and distinct.


Such information will be persuasive to foreign investors and it would be effective in inducing investment.

Gyeonggi province will use the system primarily for administrative business and when the repair work is complete all residents will have access to the image through the website.

There are many cases when a driver\’s car insurance does not cover the accident they have been involved in. The Traffic Accident Consultation Center is seen as a big help to such drivers.

Yongman Yoon, a taxi driver, was in trouble because the passenger asked for compensation after he stopped suddenly to avoid hitting someone running across the street. He had trouble resolving the situation so Mr. Yoon asked the Traffic Accident Consultation for help.


They told me what I did not know before. I feel relived.

500 consultations were managed by this center in their first year of operation. Last year, it managed 2000 cases, with the number of cases being covered increasing steadily.


Sometimes people are victimized for things that are not their fault. We are working to help these people.

210,000 traffic accidents occurred in 2006.Of those accidents, in about four to five thousand cases, victims objected to the settlements. The Traffic Accident Consultation acts as a remedy for those bound to suffer from false accusations.

[Children\’s Presidential Election]

While Election Day for the national assembly is approaching, one elementary school set up an election for a children\’s president.

The kids running as candidates make appeals with election pledges to win votes. All these elementary students gathered here are eligible voters.


I wish that a president who will work hard for our school gets elected.


I want a president who will make our school grounds clean.

After counting up the ballots, a girl student got elected as the children\’s president.


I will take full responsibility as president, and take the initiative in making our school better.

This school elected a children\’s president instead of a chairmen representing the school, or a class leader.


Through such manifesto movements, children will learn the process of fair election and democratic principles. They would eventually learn to deal things autonomously.

We now await a fair national assembly election, which is less than thirty days away, to be as clear as the hearts of these children.

[\’Green Instructor\’ volunteers]

Some high school students volunteered to be a free instructor for those kids whose parents do not have the money to hire a tutor.

After school, a group of students crowd in to a study room. They have a very special tutor. The students instructed by high school students, who are only one or two years older, say that they don\’t need other supplementary lessons.


These lessons offer just as much as lessons given at private institutes. Plus, one on one tutoring seems to be more effective.

The \’Green Instructor\’, which is comprised of 10thgraders, started this volunteer work since last September.


I volunteered for this service because I wanted to be a teacher. Now I realized how hard it is to be a teacher, and I feel proud to see the kids studying hard.

The students who visited the study room have actually improved in scholastic performance. This showsthat the volunteers have successfully substituted private education.


Not only the beneficiaries improve in scholastic performances, but also the instructors are bound to study more in order to teach the material.

The study room has its lights on until late, and the dreams of volunteers and students are growing together.

[No More Kidnappings…]

After the case of the disappearing children in Anyang, parents have become more and more worried about their children\’s safety.

Therefore some elementary schools and kindergartens decided to intensify preventative education. Third graders at one elementary school in Gyeonggi province are receiving an unconventional class.

It is a preventative training course against abductions. The kids first learn measures through audio-visual education. Next, in their role play, the teacher tries to entice the kids, but without success. Mr. Po saves the kid who was almost kidnapped. His appearance catches the children\’s attention even more.


It is fun to watch police officers staging the play. I will watch out for strangers from now on.

Recent abduction cases induced each school to take preventative measures.


We hold our children\’s safety as a major priority. Therefore we managed special programs to prevent such happenings.

National Police Agencyand office of education are also aiding these programs.


We decided visit schools with Gyeonggi provincial police agency to strengthen safety educations and abduction prevention programs.

This is a time when our children need our attention to create a safer environment.

[Loose Change for Neighbors]

Public officials are taking the lead in helping the poor. They also donated a certain amount of year-end returns.

The Section Chief Wanho Ro, who works at the Gyeonggi provincial office, hugs himself every time he sees his spare change being used for charity. This fund-raising campaign, which collects less than a dollar from each officials\’ wages, is becomingmore and more popular among public officials.

912 dollars were donated to this campaign in February. 63% of civil servants, about 1900 people, working at provincial offices, the provincial assembly, and other affiliated organizations participated.


We started this campaign to invigorate our endowments. We are also directing our staffs so that more people would participate.

Recently, the Christian missionary association working at provincial offices donated 1% of their last year\’s returns.
