1. [Internet Waste Disposal]
The province is introducing several systems in pursuit of a speedy administration. One plan is to expand its online waste disposal service that picks up large home refuse items immediately after an online application is completed.
It would be less cumbersome for residents who want to dispose of large refuse items in Gyeonggi.
The online subscription based waste disposal service will be extended from seven cities and districts including Seongnam and Bucheon to eighteen in cities and districts including Gwacheon and Anyang.
From now on, people won’t have to visit a village office or a designated store to buy disposal stickers to throw away large items.
Online subscription based waste disposal works by an electric system would be connected to each city and district and would collect the refuse at designated dates.
The inconvenience of those people who do not have time to dispose of garbage during the week is solved; now they can choose any day to have their waste taken away.
2. [Brainy Public Transit]
A real time transportation information system will be established on the 768 kilometers of roads in Gyeonggi province; it will be less troublesome then trudging through stagnant roads.
Gyeonggi will invest $300 million in 17 cities and districts to build this new system; traffic speeds are foreseen to increase dramatically by controlling roads used according to the real time flow of traffic.
The brainy traffic system is a real time intelligence network that provides real-time traffic information to electric signs and cell phones; it collects information from some of the main roads in Gyeonggi and sends them to the traffic information center and finally to the users.
Moreover, this system not only gives simple traffic information but also leads drivers to faster detours by displaying the travel times of several roads and the cause of congestion.
For this year alone, this system will be constructed on 43.2 km of roads from local road 23 freeway near Goyang, to surface road 309 Hakui JC to the Gwacheon Mt. Woomyeon tunnel entrance.
The Intelligence Traffic System (ITS) will be constructed in five new towns including Gwanggyo, Dongtan, and Heungdeok.
When this system goes into effect, average speed of cars on each road will increase by 18.5%. This is also expected to lower the rate of accidents.
3. [Fire prevention plan]
Icheon is busy cleaning up the mess from the refrigeration warehouse store fire; Gyeonggi released a new plan so that such a terrible accident doesn’t happen again.
Gyeonggi province, which is working on effective measures against future refrigeration warehouse disasters, is conducting a full-scale investigation to prevent fires from breaking out in the future.
The four main plans are:
▶ Improvement of design, construction, and supervision systems
▶ New standards for large underground storage
▶ Participation of fire prevention experts for permits for the completion of construction and fire extinguishing
▶ Amplification of independent firemen and improvements in allotment system
Some details include fire prevention related to the Icheon disaster incident and substantial prevention and safety.
The policy will exercise a strict standard and have every large scale underground facility oblige to have an emergency fire shelter so that people can be safe when they are locked in sealed underground facilities in case of an accident like the Icheon disaster.
The province will send this comprehensive plan to the president undertaking committee and a corresponding ministry as soon as the investigations are complete.
4.[Fire safety everywhere]
The province will build new fire stations in all areas that do not have one. By next year, every city and district in Gyeonggi will have a fire station in their area.
By the first half of this year, Gyeonggi Fire Headquarters will build fire stations in Gapyeong, Hwaseong, Yeoncheon, and Yangju, traditionally difficult areas to fight fires because before there were no fire stations in these places.
Until now Hwaseong was under the jurisdiction of the Osan fire station; Gapyeong, Yangju, and Yeoncheon fell under the 119 safety center and 119 regional garrisons. Therefore it was hard to extinguish fires right away in these regions.
All Gyeonggi residents will receive equal fire service from now on since there will be new fire stations in the Northern part of the province which were previously deprived of such services.
Fire headquarters will hire 60 more fire fighters and test out the first aid and rescue activities from the four fire stations.
5. [EBS Hallyuwood is here]
The EBS digital complex will be built in the Hallyuwood complex of Gyeonggi province.
Gyeonggi province and EBS signed a partnership agreement on‘EBS digital complex’ at the main offices of EBS in Seoul.
Implementing the agreement, EBS will construct a new building by 2011 and will move the head office to the Hallyuwood complex in Goyang city, Gyeonggi province.
The office building is about 66,000 square-meters big and will be 25 floors high with studios and receiving sets.
Gyeonggi province will provide 16,000㎡ of land for prime cost and will proceed with the administrative procedures for rezoning.
Gyeonggi province is expecting an early revitalization of the Hallyuwood Complex from this office building relocation; it has a plan to make the Hallyuwood complex into a media and broadcasting complex.
6. [Controls on illegal works]
Gyeonggi province will take composite measures on illegal copying which amounts to more than $1 billion a year.
A bag full of CDs and tapes… these are all counterfeit products that were not distributed through legal channels.
These counterfeit products ranging from records to movies were illegally copied and sold.
According to the Korea Culture & Tourism Institute, sales losses from 2001 to 2006 from illegal copies reached 5.8 billion dollars.
The movie industry especially, has taken a severe blow from the 50% annual increase of illegal copying. DVD and video markets have decreased by 190 million dollars in the past three years.
Therefore, Gyeonggi province launched a major campaign held by a unified team consisting of the Ministry of Culture and Tourism and related offices to stamp out illegally copied products.
Gyeonggi province will expand its campaign from nine cities to 31 cities and districts this year.
7. [Here’s to Better Pottery!]
The province, universities and artisans came together to develop a more active ceramic market. It is expected to see more support and growing and professionalism.
Gyeonggi province, ceramic-related colleges, and artisans agreed to work together for the improvement of the ceramic industry.
Five universities including Myongji University and Kyonggi University both having ceramic-related majors, participated in this agreement.
Colleges, Local Authority Foundations, and artisans will work together on ceramic education, an interchange of ceramic resources, and the research and development of ceramics.
Through this agreement, the professionalism of various businesses will be strengthened because of the collaborative system of modern ceramic art, traditional ceramic art, and design among specialized colleges.
As a result, better education and support will be offered for artisans and students in Gyeonggi province.
