The 3rd Global Citizen Education Camp, a program that encourages the growth of elementary, middle and high school students from the province as upright global citizens, will be held from December 1 to 2 at the Yangpyeong Camp of the Change Up Campus, a facility operated by the Gyeonggi Do Provincial Institute for Lifelong Learning.

Hosted by the Gyeonggi Do Provincial Institute for Lifelong Learning, the Global Citizen Education Camp provides an opportunity for elementary, middle and high school students to study global issues such as refugees, inequalities, various labor issues and more in greater depth while also learning to the value of acceptance of all genders, race and cultures so as to grow into global citizens.

During this two-day weekend camp, students participate in diverse programs, such as: an acapella group to learn about accepting the individuality of and living in harmony with others; writing letters to oneself, family and friends to learn about the importance of respect; studying manners, cultures and traditions from around the world so as to better understand multiculturalism; and learning about the UN’s Sustainable Development Goals and discussing ways to contribute to the realization of these goals in terms of world peace, environmental conservation and human rights.

Participants took part in two previous camps beginning last month, during which they freely communicated with one another about different global issues.

Gyeonggi Province Offers Diversity Movie Production Support of up to KRW 50M

Gyeonggi Province and the Gyeonggi Content Agency (President Oh Chang-hui) are holding a contest for cinematographic productions as part of 2018 Second-Half Support for the Production of Diversity Movies. This is intended to increase the competitiveness of the domestic movie production industry, as well as to foster the growth of the local movie and video production industry.

Contest registration can be done via the Gyeonggi Content Agency’s Gyeonggi Film Commission website until November 12. For the regular category, movies are eligible as long as they are full-length diversity films that have a developed scenario, are expected to be produced soon, or are currently being produced.

For the special category, movies based on Gyeonggi Province or of which 70% was filmed in the province are eligible. For both categories, movies must have total production costs of less than KRW 1 billion and be on diversity (documentaries excluded) with expected completion dates prior to June 2019.

From a total fund of KRW 290 million, a maximum of KRW 50 million in support will be provided to productions selected as finalists via application review and presentation evaluation. Wages for production will be directly paid and, for other costs incurred, the Gyeonggi Content Agency will pay the service companies engaged by the production company.

An official from the Gyeonggi Content Agency’s Film Commission described this as a one-time event originally slated for only once a year, but went on to say that the decision was made to hold an additional contest for diversity and independent films so as to foster their growth in celebration of the seventh popular elections in Korea. He also emphasized that the commission plans to formulate a new program that will support independent films participating in international movie festivals abroad.

In 2017, the Gyeonggi Content Agency provided KRW 420 million to nine movies including Lee Hwan’s Park Hwa-young; in the first half of 2018, it provided KRW 550 million to 10 movies including Kim Hee-jung’s French Woman. In 2018, three of the supported movies, including The Praying Man, were featured at the Busan International Film Festival, demonstrating the success of the agency’s support.

Rent a car for free where you live; “Happy Car Share” introduced in Goyang City on July 28

“Happy Car Share,” a free service for sharing public vehicles, will be introduced in Goyang City from July 28.

Launched in May 2016, Happy Car Share is a free service that allows residents to use public vehicles that are otherwise unutilized on weekends or holidays.

The service had been temporarily operated in cities and counties of Gyeonggi Province over the holidays; Goyang City, however, has become the second area in the province to also offer these services on weekends after Yangpyeong County launched weekend services in January this year. The province is promoting the expansion of the service to more cities and counties to avoid a concentration of supporting vehicles in specific areas.

A total of thirteen supporting vehicles are available for rental in the Public Vehicle Management Room of Goyang City Hall, situated in Deogyang-gu.

This service can be used by residents of Goyang who are members of specific demographic groups: basic livelihood recipients, near poverty groups, multicultural families, single-parent families, North Korean refugees, or multi-child families (families with three or more children under 18 years of age according to the Family Relationship Registration).

Applications can be made on the Happy Car Share website (happycar.gg.go.kr).

A Gyeonggi Provincial Government official commented, “Goyang only had one service vehicle managed by Gyeonggi Province, so the proportion of residents who were unable to use the vehicle, although they had applied for it, has always been significantly higher than that of other areas. Gyeonggi Province will encourage cities and counties to expand this service so that more residents can enjoy Happy Car Share.”

Meanwhile, between May 2016 and the end of June this year, a total of 17,931 residents used 3,882 public vehicles through the Happy Car Share service in Gyeonggi Province. On a monthly average, 690 people used 149 cars.

Turning Small Bookstores into Local Cultural Hubs: The 2018 Gyeonggi Small Bookstore Fair

Gyeonggi Province is receiving applications from small local bookstores for the from July 20 to 31.

The Gyeonggi Small Bookstore Fair, launched last year under the slogan “Everything is in the bookstore,” is a project to revitalize small neighborhood bookstores that are struggling in the competition with large franchises and online bookstores.

The project aims to help small bookstores serve as a cultural space that local residents can easily visit on their way home from work, or in the evening and at night, through cultural events such as book concerts and poetry readings with famous writers.

The participants of last year’s fair include Book By Book in Seongnam City, Mr. Vertigo in Goyang City and 5km Bookstore in Bucheon City; approximately 1,000 residents visited the fair. Renowned writers including Park Jun, Lee Byung-ryul, Eun Hee-kyung, Kim Yeon-su and Eun Yu also participated in the fair, accompanied by various cultural events including drama readings, animal drawing shows, and violin performances.

This year’s fair will be held from October 13 to 21, providing special cultural events at a total of 20 bookstores.

The bookstores that wish to participate in the fair can apply online via the Gyeonggi Content Agency website.
Participating bookstores can hold cultural events with the support of Gyeonggi Province and be provided with promotional materials and souvenirs. They are also invited to workshops for bookstore owners to get a variety of information

Gyeonggi Province has carried out the Gyeonggi Book Ecosystem Revitalization Project with the Gyeonggi Content Agency since 2017 to support local bookstores. The project has operated the following programs: Cheer Up! Small Bookstores in Gyeonggi Province, a program to support the remodeling and cultural activities of neighborhood bookstores; Gyeonggi Bookstore School, a program to strengthen the capacity of bookstore owners and those wishing to open a bookstore; support for excellent publications and the selection of Gyeonggi Province’s Book of the Year to help small- and medium-sized publishing companies; and Hidden Writers in Gyeonggi Province, a literary contest for the general public.

▲ Urban Regeneration Approval Authority Transferred to Mayors of Large Cities (Gyeonggi)
Starting from July, the authority to approve urban regeneration plans has been transferred from the provincial governor to the mayors of large cities with at least 500 thousand residents. This authority will allow mayors to make swift decisions with autonomy in consideration of regional assets, history, culture, and characteristics as well as resident opinions, which will accelerate urban regeneration procedures. Gyeonggi Province will strengthen administrative and financial support for the urban regeneration projects promoted by each city in the province.

▲ Restrictions on Operating Old Diesel Vehicles (Gyeonggi)
Restrictions on operating old diesel vehicles enforced in Seoul have been expanded to Gyeonggi Province from July 1, targeting old diesel vehicles registered in 17 cities of the province including Suwon, Goyang, Seongnam and Bucheon. Accordingly, a penalty of up to KRW 2 million will be imposed on the drivers of old diesel vehicles weighing 2.5 tons or more that are not equipped with exhaust reduction devices and on cars rejected in the final vehicle inspections.

▲ Gyeonggi Province Extends the Regional Development Bond Purchase Exemption until End of 2018 (Gyeonggi)
Gyeonggi Province will extend the exemption of regional development bond purchase until the end of the year, so purchasers of cars with a displacement of 2,000 cc will not be required to buy local development bonds. However, non-commercial passenger cars with a purchase price of KRW 50 million or more are excluded from the exemption. In addition, if a person of national merit possesses two vehicles temporarily to replace a special needs vehicle, the number of owned vehicles is counted as one until 60 days after purchase and that individual is exempted from the obligation to purchase the bonds.

▲ Construction Cost Payment Check System to Be Launched (Gyeonggi)
The builders of projects ordered by Gyeonggi Province are required to use the Gyeonggi Province Payment Check System from the second half of the year. This system can be used to separately pay employer/contractors and workers, as well as equipment and material companies, while monitoring whether payments are made within due dates and protecting contractors by preventing the withdrawal of amounts greater than those distributed to each stakeholder of the contract.

▲ Expansion of Free Vaccination for Children (all regions)
From September 11, the beneficiaries of free influenza vaccination for children will be expanded from infants aged 6 to 59 months to all children under 12 years of age. Children in this age range can be vaccinated free of charge at community health centers or entrusted private medical institutions.

▲ Free Female Sanitary Products for Teenage Girls (all regions)
Starting from July, free female sanitary products will be provided to teenager girls aged 11 to 18 from families earning within 40% to 50% of the national median income or single-parent families protected by the Single-parent Family Support Act. The supply of products will be piloted in the form of an electronic voucher through the development of the National Happiness Card during the second half of the year, with a full introduction of the voucher slated to begin next year. Applications can be made at community service centers in each eup, myeon and dong.

Recruiting families until June 29 to attend provincial youth center’s ‘Together’ multicultural family camp

The Gyeonggi-do Youth Center is seeking families until June 29 to attend the “Together” multicultural family camp.

This is a two-day, overnight camp will be held on July 14 and 15 at the provincial youth center campgrounds located in Gwangju City, Gyeonggi Province. In addition to camping activities with free food and cooking supplies, there will be a lighthearted sports day to promote family harmony, environment-friendly family picture frame-making activities, and more.

Twenty multicultural families, or up to 60 people, currently living in Gyeonggi Province are invited to participate free of charge on a first-come, first-served basis.

Applications to participate are being accepted in order of receipt until June 29. Application forms are available from the Gyeonggi-do Youth Center website (www.ggyc.kr). 2018 Art Gyeonggi invites artists in Gyeonggi Province to submit their artworks by June 24.

Art Gyeonggi is a contest organized by Gyeonggi Province to boost the domestic art market and support the exhibition and sale of works by artists active in the province.

Any artist (over 20 years of age) who has taken part in one or more solo exhibitions or group exhibitions can participate in the contest by submitting works in any genre of the visual arts such as two-dimensional and three-dimensional visual art, handicrafts and new media.

Works will be selected on June 29 through a two-step screening process. The selected works will be exhibited and offered for sale in sequence from July 4 to November 30 at contest exhibitions to be held at Bella Citta in Goyang City, at Avenue France in Seongnam City, and at travelling exhibitions in 8 other cities and counties. The works will be also introduced to the public through various art programs and events such as an art market, an occasion of cultural exchanges.

All proceeds from the sales of works will go to the artists, who will also receive training to support their activities. Exceptional artists will be given the opportunity to participate in a special section of Art Asia 2018 in November.

From the DMZ to Baekdusan Mountain, recruitment for the North Korea-China-Russia University Student Unification Touring Team

Until May 31, Gyeonggi Province will be recruiting team members to participate in the 2018 North Korea-China-Russia University Student Unification Touring Team, a group that promotes reunification leadership by visiting border areas between North Korea, China and Russia.

As part of the 2018 University Student Unification Core Leaders Training Program, this team (hosted by Gyeonggi Province and supervised by Daejin University) seeks to develop the leadership capacity of future generations so that they can play leading roles in a unified Korea.

Participants include students who are attending university in Gyeonggi Province or who have lived in the province for more than three years and are deeply interested in reunification. Gyeonggi Province plans on selecting 30 final team members through document screening and interviews.

The team will embark on a 7-day, 6-night trip from July 23 to 29 around border areas of North Korea, China and Russia that feature historical sites related to resistance against colonial Japan and the Goguryeo/Balhae period such as Vladivostok, Ussuriysk, the ethnic Korean region in China, Baekdusan Mountain and the Tumen River.

Of particular note, the course includes major attractions where visitors can feel the spirit of the patriotic martyrs of the independence movement such as the Sinhanchon Monument, the birthplace of Choi Jae-hyung, the Yi Sang-sul Monument, the An Jung-geun Memorial, the birthplace of Yun Dong-ju, and Lushun Prison. It also offers time to pray for peaceful reunification with a view of North Korea. Time for prayers for reunification will also be made available with a view at Baekdusan Mountain, the Tumen River and the Yalu River.

Prior to this, from July 5 to 6, a pre-orientation and opening ceremony will be held at Camp Greaves, the only returned US military base in the Civilian Control Line, just 2 km away from the DMZ, with a variety of programs such as special guest lectures by experts and reunification talk concerts.

To participate, please fill in the application form, write a motivational letter, an essay on unification, and submit them along with all other required documents by post, via e-mail (djpr107@daejin.ac.kr), or in person (Public Relations Team, Main Building, 1F, Daejin University, 1007, Hoguk-ro, Pocheon-si).

The application deadline is May 31, and the final selectees will be announced through individual notification in early June. The relevant forms can be downloaded from Daejin University’s official website.

A Gyeonggi Province official noted, “As peace has been growing stronger on the Korea peninsula recently, it is now more important than ever that young people also assume responsibility for the future of Korea.” The official added: “We would like to invite all youths from Gyeonggi Province who are interested in reunification to actively participate in this program and demonstrate their interest.”

Gyeonggi Province to select and foster 20 one-person creators who dream of becoming global YouTubers

Gyeonggi Province and the Gyeonggi Content Agency are recruiting participants for the Dear World Project until May 28.

Part of Gyeonggi Province’s project to support one-person creators, the Dear World Project has been organized by Collab Korea, the world’s largest independent Multi-Channel Network, for one-person creators such as comedian Yoo Se-yoon and YouTuber Yootrue.

The Dear World Project is geared to foster a small number of elite global creators; approximately 20 creators or teams will be selected for this project.

The creators participating in the Dear World Project will be comprehensively supported by MCN experts as they participate in mentor teams with help concerning channel and content analysis, analyzing the trends of overseas channels and target audience characteristics, content planning and marketing know-how, and accounting methods related to copywriting.

In addition, the creators and mentors will be able to share ideas and opinions and advance to more in-depth channel management with content planning, production and product evaluation during one-on-one mentoring sessions. Interaction between creators will also be encouraged through workshops and open seminars, and each creator’s advancement will be periodically evaluated in order to allow systematic growth.

Open seminars will be held twice this year, welcoming anyone who dreams of becoming a global creator.

A Gyeonggi Content Agency official said, “The Dream World Project is an opportunity for talented one-person creators in Korea to grow as global creators.” The official added: “We invite the interest and participation of global creators in this event.”

Twenty Gyeonggi Dream Creators Start Their First Project Supported with KRW 400,000 in Monthly Support from Gyeonggi Province

The launching ceremony for the first Gyeonggi Dream Creator project was held on April 3 at the G-HUB located in Jeongwang-dong, Siheung City, and was attended by 20 creators.

The Gyeonggi Creator project launched this year is geared to enhance the creativity of multicultural residents and Russian Koreans in the province and nurture their development as one-person creators.

Recruitment ran until March 8, attracting a total of 49 applicants. Through a review process, the province selected 20 creators of different nationalities—including Chinese, Vietnamese, Peruvian, and American—and of ages ranging from their teens to 50s.

The creators are required to make a video containing diverse information helpful to multicultural families, including information about the major policies and issues of Gyeonggi Province, every month until December, and will receive financial support of KRW 400,000 per month.

Gyeonggi Province also offers intensive training with experts and a regular mentoring program with professional creators to the 20 Gyeonggi Dream Creators, and plans to hold a video festival twice a year to select excellent works and provide various incentives.

Contents Industry Division Director An Dong-gwang said: “The Gyeonggi Dream Creator project is expected to contribute to the promotion of the province’s policies in a manner customized to multicultural residents, and also to support job creation for them. We aim to provide various programs to help improve their abilities, supporting their growth as creators.”
